Today’s china is a fast growing country and its economy is facing a greattransition. The talents are the very essential part for a fast and stable growing whilethe whole country’s strategies are on the way. The market’s basic allocation functiondoesn’t work on Public Service Sectors of socialist market economy. However, inorder to fit Public Service Sectors’ need and development, market organization andnon-governmental organization (NGO) etc have to be taken into account. Yet, ServiceSectors’ administrative modes are basically following governmental organization’s(including personnel management and fiscal administration). It can’t completely meetthe needs of talents’ training. So Increasing Member efficiency, cultivating qualifiedtalents who can full fill team’s goal and establishing a new administrative system arevery essential for Public Service Sectors under such cruel circumstances.In the age of knowledge economy if Public Service Sectors want to qualify for aspot in socialist market economy, it has to break away from traditional system whileupdate the concept on both ideology and technology for administration. Themanagement’s type shall be shifted from Scientific to value, mechanic to human andhighlight man’s power to help each member reach their ‘personal blind zone’. Thetraining will help administrators lead the subordinates to discover their potentialabilities, enlighten them and make them think positively. In all the Coachingmanagement is just meet the time’s need.This article will discuss about how Public Service Sectors can implementcoaching management to the daily administration work. Scientific thought ofdevelopment is ‘people oriented’; it will seek a new way to implement coachingmanagement thorough Public Service Sectors, making administrators master it andmake people oriented management mode available. Finally this will advance thedevelopment for our Public Service Sectors in a healthy and fast way, and enhance their administrative abilities.
