The population ageing is a general trend in the development of society.It hasbecome a top of risks all over the world.China is the only country which has more than100million aging population in the world. The ageing population problem also hasbecome very difficult, which Suzhou government and society must face. Facing theincreasingly serious aging situation, Suzhou taken home endowment service mode,community endowment service mode and institution endowment service model ofmultiple endowment service mode, which has played a positive role in meeting the oldpension service demand, improve the elderly life quality. However, there are Suzhouendowment home family endowment function abate, community endowment system isnot sound, the government purchasing power shortage, pension agency irrationalallocation of resources, pension service system construction can’t keep up with thespeed of aging population problems. This paper adopts empirical research method, firstexamines Suzhou current endowment models, then analyzes the existing problems andchallenges, finally, based on the successful practice and according to the theory of socialwelfare, public goods theory, government responsibility theory, puts forward some ideasand suggestions for improving Suzhou endowment service model: increase the serviceproject, improve the service level of family endowment, the strengthening of thegovernment’s guidance, expand community endowment scale, perfect endowmentservice policy, the positive development agency endowment, establish a diversifiedsystem, promote community endowment service industrialization, improve the old-ageservice team standardized, professional construction.
