Research On The Problems And Countermeasures Of Community Endowment Service In Deyang City

The aging problem in our country is becoming more and more serious.The pension issue has become a hot issue that the whole society pays close attention to.With the rapid economic development in our country,the living environment of current old people has been improved comprehensively,and the demand for endowment services presents diversified characteristics.Community endowment service integrates the advantages of family endowment and institutional endowment,meets the needs of the elderly to enjoy diversified endowment service in the familiar living environment,and has gradually become the priority choice for the elderly.This paper takes Maslow’s hierarchy of needs theory,welfare pluralism theory,new public service theory and public goods theory as the theoretical basis,and adopts literature,questionnaire and interview methods as the basic methods to carry out empirical research on the status quo of community elderly care services in Deyang City.Combined with the questionnaire survey data and interview data,the paper makes an in-depth analysis of the practical problems in the community pension service of Deyang City,such as the unclear responsibilities of relevant functional departments,the relatively low level of community pension service and the insufficient fund supply of community pension service.The above problems are mainly caused by the government’s own function and role contradiction,the lack of cooperation between multiple subjects,the insufficient supply of funds and narrow source channels,the lack of effective supervision and evaluation mechanism,and the relatively insufficient training of elderly care service personnel.Based on the advanced old-age service experience of developed countries such as Japan,the United States,Britain and Chinese cities such as Anqing,Hefei and Nanjing,this paper puts forward the countermeasures and suggestions to further improve the community old-age service of Deyang City: Give full and effective play to the leading role of the government,actively guide the participation of multiple subjects,actively explore diversified sources of funds,establish and improve the supervision and evaluation mechanism,and strengthen the team construction to improve the service level of these five aspects.This paper aims to provide reference for the high-quality development of community pension services in Deyang City,and provide reference for the construction and exploration of community pension services in western small and medium-sized cities.
