The drastic societal transformation of our country will inevitably bring some social problems which are closely bond to the essential element of our society--family. Children are always important members of each family. As the national future and hope, they are in relation to not only the domestic happiness, but also the advancement of the whole country. However, at present, the waifs are becoming an increasingly inescapable issue with the development of society. The waif rescue work is done by the emergency management station which belongs to the Civil Administration Department for the most part and is mainly in the charge of the rescuing center of protecting juveniles. Though the work is well-rounded, the transformation of economy, the changeover of government functions and the initiative and liveliness of the Chengdu NGOs have made its appeals of taking part in public issues reasonable and necessary. The job involvement of Chengdu’s NGOs is little, for their range of participation is limited. This is intimately related to the features of the NGOs and the participation awareness of citizens and the policy systems of the government as well.This paper is written on the condition of analyzing the current situation of Chengdu’s waifs and the roles of the government function and NGOs, drawing lessons from some successful rescue experiences at home and abroad and according to the existing conditions of Chengdu. This paper is aimed at relocating the NGOs’ roles in rescuing waifs in Chengdu and analyzing its degree of engagement, thus, suggesting that the NGOs took part in rescuing publicity, sharing information, conducting activities, extending channels and feedbacks while participated in preventing, rescuing and tracing the waifs on the premise of the macro perspective and domination of the government. Consequently, this may strengthen the degree of participation of NGOs and coordinate the cooperation between governmental organizations and NGOs, therefore, refine the waif rescue mode for the participation of Chengdu’s NGOs and make the fullest use of the advantages of NGOs in improving and perfecting the waif rescue work in Chengdu.
