The problem of street kids not only brings great challenges to our social security, but also endangers the legitimate rights and interests of the children themselves. The mandatory salvation and the models which aimed at sending them home are unable to meet the developing needs of relief and protection work of the street children. It is imperative to establish a street children relief system which is donated by government, encourages social participation and emphasizes prevention. After the twice times field research to the Baoji Relief Management Station, The author found that:The Baoji Relief Management Station makes the Baoji Xinxing street children Relief and Protection Center and the Relief Station cooperate closely through the form of government purchasing service. The introduction of Non-governmental Organizations and social groups not only plays their professional functions to improve the quality and efficiency of street kids relief, but also reduces government staffing and costs, and the roles and functions of relief station were changed.This paper deeply analyzes the current situation and problems of street children protection in our country, and found that the street children relief of Baoji was able to solve the above confusions. Based on the case of street children relief model of baoji, the writer analyzed the development processes and characteristics of participation of NGO in street children rescue and protection, the writer analyzes the limitations of street children relief model of Baoji relief management station as well, and put forward some improvement measures. Finally, analyzes the possibilities of popularizing the street children relief model of Baoji relief management station. Finally, the author gives some supportive suggestions.
