Research On The Social Relief Problem Of Taiyuan Street Children

At the end of the20th century, the street children have become a global problem.In economic and social transformation in China, street children, as one of the specialvulnerable groups among minors, should not be ignored in current society. The numberof street children has reached millions in our country, and problems on many urbanstreet children are very serious. The Chinese government has set out to solve thisproblem, led by the civil administration of government, local governments to cooperate,the country has established more than130street children rescue protection center. Butthe government as the leading rescue mode of a lot of confusion and problems inpractice but the rescue mode led by government is faced with difficulties in practice,and the power of private and social relief is still not effective development. Therefore,it is particularly important to commit to build street children rescue service system.By the method of literature retrieval, this paper summarizes related theoryachievements of the domestic and foreign scholars, combs related theory on streetchildren rescue at home and abroad, and provides theoretical basis for street childrenaid in our country. Using data analysis method, it summarizes the difficulties andproblems of both official and folk rescue mode in Taiyuan by field survey andquestionnaire analysis on street children in the relief stations in Taiyuan. Bycomparative analysis and references of street children rescue modes in foreigncountries, such as non-government organizations street children rescue in UK, andthree rescue plans on street children in the USA, suggestions on street children rescuepolicy in Taiyuan have been put forward.The system of street children rescue protection in Taiyuan shall be established andimproved. First, uphold the law concept, and adhere to the legislation first. Minors’legal and institutional system, it is necessary to build stray children’s social securitysystem, guardian supervise system and correct system. Second, strengthen the salvationoffered by non-governmental organizations and communities and build street childrenrescue service system. Third，prevent and cut off the source of homeless children, andrealize the co words: operation among family, school and society.
