Ever since its reform and opening up in1978, China’s economy has been developing remarkably. The following3decades till now witnessed the deepening of these economic and political reforms that have transformed the society in a multitude of ways. The former “unit” pattern has disintegrated, as a result of which the obligations and duties once shouldered by the“unith”ave been transferred to what is now known as communities. A major number of the managerial and service functions of state-owned enterprises and government bodies have been stripped after their internal reforms and are also undertaken by the communities. Furthermore, the diverse employment choices as a whole have increased the mobility of the society, thereby changing an increasing number of people from working in "unit" into working in “communities”. As the city expands in size and the urban population explodes in number, a large floating, laid-off, unemployed or retired population are under management by communities, where a good amount of pre-and-post-reform contradiction as well as conflict of interest is gathering, causing mounting work pressure and lowering efficiency for the community. It is thus advisable to bring forth new community management methodology or a new system geared to the demand of modern urban communities.In2012, Zhengzhou Municipal Council and Government proposed the long-effective mechanism of relying on the people to propel the implementation of policies. This mechanism is based on the idea of grid-based management. The government also raised an urgent need to blaze new trails on work mechanism and to strengthen foundation at the grassroots level.The grid management mechanism in Zhengzhou has yielded success, giving impetus to the implementation of work at grassroots level, and meanwhile proving to be an effective way to strengthen grassroots-level foundation, integrate resources and supervise on grassroots services. Relying on digitalized information platform, it partitions the administrated areas into each individual grid in accordance with set standards, which covers in itself specific person, location, problem, organization, etc. Functioning effectively,this kind of management has decentralized and devolved power to the lower-level authorities such as communities, assigned explicit responsibilities, integrated resources, reinforced coordination, strengthened supervision and rendered optimized services. With this practice in the majority of communities in Zhengzhou, innovations have nourished in facets of community administrative systems, functions and operational mechanism, which is helping to make each community deliver better services and keep social stability. The city’s quest for effectiveness and efficiency on the grid-based community management has proved successful. It has not only elevated the scientific and institutionalized city management to a higher level, which profoundly facilitates the construction on the Central Plains Economic Zone and the metropolitan area, but also offers experience for other cities to draw on.Supported by theory of urban community management and theory of the relation between the state and the society, this paper firstly depicts and compares community management and network-based management, then dissects the background, operational mechanism,effects and problems of the grid-based community management in Zhengzhou, and finally offers some feasible solutions.
