In the development of society,he importance of urban construction has gradually become prominent.For a long time,urban management has played a key role in urban development.At present,the management level of the city also reflects the political,economic,cultural construction and the development of a harmonious society in a certain region.With the rapid development of domestic economy,the concept of big data has become a symbol of the new era.Therefore,the government is facing unprecedented challenges when using the original social management methods.In the decision of the 8th plenary session of the 18 th CPC Central Committee in 2013,it was proposed for the first time that "grid management and social services should be taken as the direction,the grass-roots comprehensive service management platform should be improved,and people's interests at all levels should be reflected and coordinated in a timely manner".In 2015,the Fifth Plenary Session of the 18 th CPC Central Committee proposed to "promote the refinement of social governance and build a social governance pattern of joint construction and sharing by the whole people".In2015,Premier Li Keqiang put forward the concept of "Internet plus",and then set off a boom in Internet technology and industry integration in various industries across the country.Meanwhile,the concept of "Internet plus community governance" has gradually penetrated into the work of the government.In the report of the 19 th National Congress of 2017,the working requirements of "accelerating the construction of an innovative country,building a powerful network country,a digital China and a smart society,and building a social governance pattern of CO governance and sharing" were put forward,the construction of social governance system was strengthened,and the social governance system of Party committee leadership,government responsibility,social coordination,public participation and legal guarantee was improved,We will improve the level of socialization,rule of law,intelligence and specialization in social governance.At present,the research on Grid Management in China is becoming more and more mature,but most of the research focuses on large cities,and less on the small and medium-sized cities with lagging development.This paper takes Tiedong District of Anshan City as the research object,which can provide more reference for grid research.In the second half of 2010,Anshan Municipal Party committee and municipal government began to explore new social management concepts,innovate social management mode and implement social management grid.In 2016,"grid service management promotion year" was held in all units of the city.In 2017,Anshan streets and communities established and improved grid management service center to connect streets and communities.At the beginning of 2018,Anshan Municipal government actively promoted the construction of a new smart city,formulated the implementation plan of "smart Anshan",including the construction of a urban grid management platform integrating social governance,urban management and services for the benefit of the people,to effectively improve the refinement level of urban community governance,promote the legalization process of urban community governance,and enhance the scientific concept of urban community governance.This paper is divided into seven at home and abroad,analyzes the innovation measures of various countries in relevant fields,points out the importance of grid management to community construction,elaborates the concepts of
