With the rapid increase of urban population,the proportion of floating population in the total urban population has gradually increased,and the government functions have gradually changed from managers to service providers.The original way of residents’ autonomy has not been able to meet the current urban management needs.LH District has explored and accumulated a lot of advanced typical experience since the reform of grass-roots governance system was launched in 2012,which is a very valuable spiritual wealth Wealth is also the source and cornerstone of the continuous improvement of grass-roots governance.In October2014,LH District officially launched a new mode of Community Grid Management in accordance with the spirit of opinions on Further Strengthening Community Grid Management issued by Shenzhen Social Work Committee and Shenzhen comprehensive management committee,and implementation plan for comprehensively promoting social construction "network project"(Trial)issued by LH District Committee and government.More than five years of grid management operation has achieved certain results for grass-roots governance,and effectively promoted urban refinement governance.In terms of population information,legal person information,and housing information,it has provided basic big data for the government to achieve smart city governance,and in terms of social event collection,it has also made certain contributions to grass-roots governance in eliminating potential safety hazards Offer.However,due to various factors,the grid management of LH District also encountered many problems.It failed to give full play to the efficiency of grid governance management.To strengthen grid governance,the key lies in the system and mechanism,the core lies in people,the focus lies in the grass-roots level,and the key lies in the top-level design.It is necessary to pool ideas,plan the whole system,plan the future systematically,reduce the blindness of actions,and optimize the top-level design.This is aimed at At present,the strategic thinking of grid management in LH District.Through literature research and in-depth interview,taking LH District of Shenzhen as an example,this paper successively visited Baoan District,Pingshan District,Yantian District,Futian District and other grid management parts of LH District,preliminarily investigated the current situation of grid management in various districts of Shenzhen,drew the experience of each district to better improve the grid management in LH District,put forward suggestions and measures,deeply visited the streets and communities of LH District,and learned about LH District This paper analyzes the current situation of grid management in the lake area,the concept,connotation and theoretical basis of grid and grid management,and grid management in the grass-roots community,as well as the research status at home and abroad,combing the motivation,content and procedures of implementing the grid comprehensive governance model in China and the grass-roots government departments,and pointing out the grass-roots government departments’ grid comprehensive management There are some problems such as imperfect governance system,unreasonable grid division and imperfect management of comprehensive grid management team.In order to solve these problems,some countermeasures are put forward,such as improving the relevant supporting system of grid comprehensive governance,improving the ability level of grid comprehensive governance team,and promoting the further development of refined management of grass-roots cities.
