Research On The Dilemma And Countermeasures Of Inter-government Cooperation Between Chengdu High-tech Zone And Jianyang

With the rapid development of the society and economy in China,capital,talents and some essential resources are flowing and merging quickly across regions.The extension of economic and social development has broken the restrictions of traditional administrative division.Different local governments need to develop close inter-government cooperation and regional coordinated development in order to solve many cross-regional public affairs which local governments cannot solve or undertake individually.Then,it can achieve regional co-governance and maximization of public interests.Since reform and opening-up,the society and economy has been developing rapidly and carrying out plenty of practices of cross-regional inter-government cooperation in Beijing-Tianjing-Hebei region,Yangtze River Delta region and Guangdong-Hong Kong-Macao region.As the result,they all become world-class city clusters gradually.However,the Chengdu-Chongqing region,as the leader in the development of the western region in China,has always been concerned by all parties.In January 2020,the sixth meeting of the Central Finance and Economics Committee made an important decision to promote the construction of the Chengdu-Chongqing economic circle.In May 2020,the Central Committee of Communist Party of China and State Council issued “Guiding Opinions on Promoting Western Development in the New Era to Form a New Pattern”,which clearly points out that it encourages Chongqing,Chengdu and Xian to accelerate the construction of international gateway and hub city.Therefore,Chengdu-Chongqing region becomes the tide of development again.The inter-government cooperation between Chengdu High-tech Zone and Jianyang began with the implementation of Chengdu eastward strategy,and the proposal of eastward strategy is originated from the actual needs of development of Chengdu and Chongqing.The practice of inter-government cooperation between Chengdu High-tech Zone and Jianyang will be the research object in this paper.Through the investigation of the actual practice of inter-government cooperation between the two areas,this paper will concentrate on some real difficulties,such as poor communication and coordination,low willingness to cooperate,high risk of deviation,and the difficulty in equal distribution of benefits,etc.At the same time,it deeply analyzes the reasons for thecooperation dilemma by relying on the theoretical framework of Institutional Collective Action(ICA)from some aspects: transaction cost,differences in economic development,lack of institutional constraints,traditional administrative system barriers,and other potential factors.Moreover,the practice and experience of inter-government cooperation from metropolitan area in the northeast of the United States and Guangdong-Hong Kong-Macao Greater Bay Area are referenced and learned.Therefore,this paper is guided by how to enhance cooperation willingness,reduce cooperation risks,improve cooperation effects,coordinate cooperation practices,and strengthen the partnership.It proposes some focused opinions: establishing a reasonable profit distribution pattern,developing an efficient communication and coordination mechanism,innovating the multi-participation model,forming good cross-regional cooperation,and exploring the development of Enclave Economy model.It will be very significant for improving the level and effectiveness of the inter-government cooperation between Chengdu High-tech Zone and Jianyang,and it also provides more references and path choices for the improvement of the inter-cooperation between other prefectures and counties.
