With the deepening of China’s reform and opening up, accelerate the pace of industrialization and urbanization, the rapid rise of the economy and society, people share the fruits of economic development while also facing natural disasters, insecurity and many social events, and public safety issues such as water pollution. In particular, cross-regional public water pollution problem has begun to stand out, whether it is economic strength of the region is economically backward areas, as long as the joint cooperation of local government pollution government issued orders from their superiors, local and adjacent areas will “positive”execution, in this case, pollution control capital and technology is not a problem, but the effect of governance is still not significant. This shows that there are aspects hinder cooperation among local governments, this problem is not money, is not a problem of technology, but not a matter of policy, the deeper issues behind the lack of institutional, institutional rigidities and lack of effective cooperation and coordination mechanisms. So, how to solve the cross-regional barriers to water pollution in local government cooperation is an important challenge to local governments must face.Due to the geographical division of administrative restrictions on traditional cooperative governance between local governments faced with the contradiction of integrity and territoriality. The former is a holistic environment for water, water pollution without geographical restrictions provincial, city, county, and governance processes is an indivisible whole; latter is affected by the administrative area, the local government “divide and conquer”.These two conflicts across the region will lead to water pollution effects irrational, and ultimately affect the value and utility of water pollution throughout the region. Therefore, local governments across the region to abandon water pollution control in the “divide and conquer”the traditional concept of a multi-level partnership to seek new ways of cooperation.In this paper, the theory of governance, external theory, behavioral game theory and the theory of sustainable development, based on our cross-regional water pollution control noted local government cooperation currently existing barriers, including institutional barriers, institutional and oversight, as well as the formation of the reason is analyzed, and then start from the aspect of system innovation, reform and effective cooperation and coordination mechanism, to explore solutions to local government cooperation across regional governance behavior disorders pollution for China to strengthen cooperation between local governments in inter-regional water pollution event processing providing intentional reference and theoretical support.
