Poverty to protect social vulnerable groups of basic survival and life,with the progress of human society,the social assistance system arises at the historic moment,the minimum living security system,as an important part of social assistance system,as a social assistance system with Chinese characteristics,from the beginning of establishment to protect poor basic right to life is of great significance.With the establishment and perfection of the subsistence allowances system in the countryside,the use of government power,to help difficult groups solve the problem of food and clothing,make the temporary worry-free with labor ability to rich,minimum living security system in recent years has gradually become a hot topic of the people's livelihood.From the minimum life support system itself,it is the most important to determine a reasonable and feasible guarantee standard.If security standard is too low,it cannot achieve the purpose of the "bailout" and "security",poor basic living security,easily lead to social contradictions,affect social stability and orderly development,is not conducive to social stability and sustainable development.If security standard is too high,it is easy to lead to "raise slug",many people choose to have labor ability accept assistance,to give up work,really need support of resources are occupied by the contribution,this is not only a waste of social rescue resources,more can increase the financial burden,is not conducive to economic sustainable and healthy development.In determining the standard of low protection,we should take full account of the needs of the poor and the speed of price increases,so as to ensure that the guarantee can be put into practice and play a real role.In addition,it should combine the financial burden capacity and the actual development of the region,so as to avoid excessive burden on the government financial sector and affect the long-term development of the social economy.About the present situation of the subsistence allowances system for rural pastoral areas of Inner Mongolia,this paper is based on the present situation of population,population structure,in the process of low operation level of payment,payment method,low satisfaction analysis,find out the defects in operation of the system of local residents,namely low target positioning,is not allowed to pay level is relatively low,low standards problems such as lack of effective dynamic adjustment mechanism,according to these problems to further the causes of these problems.On this basis,through comparing several calculation models and measurement indicators,selects the extended linear expenditure model calculation,according to the relevant national policies will measure income subsidies standards were set to lower limit and upper limit of the low,respectively,comparing with the current low level of actual,provide theoretical reference for the adjustment of the low standard.Finally through the comparison research and feasibility analysis,we should object to define the lowest life guarantee,timely improve the level of low-income,scientific design low standard to determine mechanism and flexible adjustment of this a few suggestions.In order to establish the reasonable rural pastoral areas of Inner Mongolia dweller lowest life to ensure standard,basic life safeguard local groups,and promote autonomous region and provide the theoretical reference to the national economic and social sustainable development.
