According to The eighteen Party Congress Report, we must implementa more proactive opening to the outside world strategy to promoteall-around improvements to China’s open economy and in response tonew developments in economic globalization.’ Chinese companiesshould expand overseas presence at a faster pace, enhance their operationin an international environment, and develop a number of world-classmultinational corporations.’ Along with the deepening of reform andopening up, Chinese companies ’go global ’ and perform overseainvestment. In other words, we are developing foreign direct investmentstrategy. This is an inevitable trend to adapt to economic globalization,but also an important stratagem of China’s opening up in the new stage.As the representative of China’s open economy, Guangdong plays animport role. It contribute more than50%portion of foreign trade andinvestment. In order to explore new break of the opening to the outside world, we need to start from the deep-level and innovate from aspects ofthe enterprise itself and business environment. Guangdong has a profoundtheory in exploring practice of ’go global’ strategy. This theory is theextend of the ideology of ’open to the outside world’, which is derivedfrom Marx’s ’world market’,’global production’ theory. It owns specialvalue and status in the Chinese characteristic socialism theory-’open tothe outside world’. In the new period Guangdong implementation of the’go global’ strategy, not only request enterprise itself enhanceinternationalization management level and the global competition ability,but also need the government and all social organizations constantlyoptimize the enterprises ’go global’ service system.
