The period of 1976一1978 is very special in Chinese history and many researchershave probed on it completely.But there is barely anyone who has researched theproblem of Opening to the Outer W10rld during that period.As we all know,theOpening to the Outer W10rld policy is begun in the Third Plenary Session of theEleventh Central Committee.So it is of great importance for us to study the openingpolicy of this time. This treatise concerns prologue,text and epilogue. The prologue dwells on the worth Ofthe topic,the research situation,the flame Ofthe treatise and the new points ofit. The first chapter looks back to the history of the Opening to the Outer Worid ofCPC.It is based on the classical writers'words about the Opening and it elucidatesthe situation and character Of the CPC's communication,with the outer world duringthe democratic revolution.form the foundation 0f the People's Republic of China tothe smashing of the"Gang of Four",some experience and lessons will be concludedform it. Chapter two concerns about the background ofthe beginning ofthe Opening to theOuter Wbrid.Firstly,the change of the world in the late 1 970s created the conditionsfor China to open to the outer world.Secondly,the change ofthe inner situation isadvantageous to speed up the cormection,with western world.The last is that thedevelopment of foreign affairs in China quickened the communication with the outerworld. The following chapters are the main result ofmy treatise. Chapter three deals,Ⅳim the practice exploration of the Opening to the OuterWorid.It is one key point ofthis treatise.Chinese realized that China logged behindmany developed countries so they sent many delegations to western counties to study and explore the industry,agriculture,finance,base construction of the developed countries.The delegations studied as the visited and they learned much from theaction.The first gain is that it is very hopeful for China to speed up modem buildingbut we must pain much.The second gain is that the developed countries haveconcluded many valuable expedences in construction and we can learn form them.The tllird gain is that many foreign countries met great difficulties in economy andthey wanted to corporate with China.The last,they got many perceptual knowledge and their knowledge about many rule have been deepened,some wrong realizations have been repaired. The forth chapter concerns about the deliberation of the Opening to the Outer World.In this chapter we will explore the case in theory.The central of CPC heldmany meetings in 1978,the delegates debated about the importing the machines andtechnology,capitalization on the foreign capital and such issues,and they dwelled onthe problem of Opening to the Outer Worid.We can learn form those meetings that it was agreed in CPC about these issues:China should import developed technology andequipment form western countries;China should learn form westem world about theirmanagement experience;we must attach great importance to education and persons ofability,we should import foreign brains to help us in our economic building;weshould get on well,^,ith the relationship between the opening to the outer world andindependence;the developed technology and experience of western world is thebeginning point of our economic construction;we must stick to our socialist systemwhile learning to western countries.AU those were decided in the Third Plenary of theEleventh Central Committee.What's more.we put the capitalization of foreign capitalseparately in the chapter for that the policy of foreign capital of central governmentchanged greatly in 1978,and the course and the reasons of the change will bediscussed.
