Research On Shunde Social System Comprehensive Reform

Entering the key period of deepening reform, China government is undergoing a periodof transition from "economic-construction-type" to "service-oriented". Under such a keyturning point of the reform, we should maintain the sustainable development of thegovernment reform, which needs to shift to outside of the system within the system,thencombines the inside and outside simultaneously, and finally speeds up the formation of acomprehensive system reform which contains leadership of party committee, responsibility ofgovernment, nongovernmental support and public participation as well as legal protection, toachieve a harmonious society that a system inside and outside cooperate well. The body ofthe social system reform is the collaboration of government, society and market, and the coreis the transformation of governmental function.The super-ministries reform departments, prepare the amount of increase or decrease isnot evaluation criteria of "the super-ministries reform success or failure, the key is to havesubstantial changes; And decentralization is not only a "top-down", also "from the insideout," the government doesn’t need to do all, but need to do "small and good" government;Comprehensive reform of social system needs to have a comprehensive vision and the overallconsciousness, government, society and market must be combined in the "three a" holisticview, public administrators need to plan as a whole the three "points", in order to achieve thepurpose of public governance, create a reasonable social structure.Shunde, as the first area of "Three positioning and two firsts" development inGuangdong Province, also it is a pacemaker of the national social system reform. Therefore,this paper is to point out the existing problems on the basis of backgrounds of social systemreform in the early90s to nowadays of Shunde and its achievements, to put forward somecountermeasures and suggestions for its social comprehensive system reform.
