| The new public service theory advocates "Citizens First", stresses that the government is to serve citizens, and try to establish a citizen-centered governance. Present China is in the stage of service government transition from controlled government. And everything must be based on people-oriented, especially in the transformation of government and citizens relations, government functions and innovative ways of working context, and the public service is an oriented goal of government administration, also the public satisfaction is the scale of government administration quality assessment.Super-Ministry System Reform has entered the deep water area of reform, in this paper we regarded Shunde District of Foshan City as example, established the reform of public satisfaction measurement model of Shunde under the oriented goal of public satisfaction. Then the spss19.0 and amos21.0 statistical analysis software was used to analyze the issues by questionnaire survey. The reliability and validity of the survey and the fit of model was examined there, also it showed the relationship between observed variables and latent variables. Last the public satisfaction was got, some suggestions were put forward on these conclusions.The main conclusions are as follows:(1)In the reliability test, the Cronbach’s alpha of each variable is greater than 0.8, so the internal consistency of data is better. In the validity test, KMO value is 0.939, it means that the correlation between the measured variables are suitable for factor analysis.(2)The public perception of the quality of Super-Ministry System Reform in Shunde was less than expected. Perceived quality was improved after the reform, so the reform has achieved some results.(3)The adaptation between the model and the date is well, so are the inner suitability and the overall fit of the model, the established evaluation model can be used in analysis of the public satisfaction.(4)Perceived quality(0.44)and perceived value(0.42) are the most important factors which impact the public satisfaction, then is public information(0.16), the public expectations has minimal impact on the public satisfaction.(5)Last the public satisfaction scores of 59.38 under percentile scores. The overall performance of the public service is "unsatisfactory." after the reform. |
