Study On Vulnerability Of Disaster-resistant Community

At this stage China is in a critical period of economy transition and social transformation, exactly corresponding to the frequent stage of non-steady-state in social development sequence spectrum. The problems of social transformation period have already begun to appear in our society, which has deeply influenced China’s economy, society, politics and so on. China has already entered into so-called Global Risk Society by Ulrich Beck, effective risk management on a variety of emergencies having undoubtedly become one of the important parameters of successful crisis management process. Community as the basic unit of social management is an important place for residents’ work and life, meanwhile the first scene of disasters and direct responders, and also the forefront of disaster prevention and mitigation to deal with emergencies. Thus study on vulnerability analysis of community disaster bearing body contributes a lot to improving community disaster prevention and preparedness capabilities so as to nip the disaster in the bud.This paper, starting from the activities carried out to create National Comprehensive Disaster-resistant Demonstrated Communities in China, combined with vulnerability analysis, introduces the disaster-resistant communities connotation, the basic conditions and elements, and analyzes the stability of the hazard inducing environment, the risk of hazard factor and the vulnerability of disaster bearing body from the theoretical perspective. Then to put Dijiatai Community of Baiyin City as a research object, one of the fifth installment of "National Comprehensive Disaster Reduction Demonstration Communities", using structural equation modeling hazard bearing body in the community-community members, the inherent basis of wealth, lifeline projects, community-based organizations and community culture to conduct a vulnerability analysis; Finally, according to the theory and practical analysis, optimized suggestions to improve disaster awareness of community members, concern about lifeline engineering in the community, concern about the construction of community organizations’ virtual emergency response capacity and community vulnerability factor have been put forward.
