Modern government to improve the performance of the objective of society in order to provide quality and efficient services for the purpose, to that end, government departments to improve performance management approach has been gradually become a modern government department, a cutting-edge topics, but also to promote the government’s management ability to enhance the Government’s competition powerful entry point edge.Balanced Scorecard as a worldwide been widely discussed and application performance management methods, and its emergence, development and its application in business performance and strategic management of government departments give a lot of inspiration. Balanced Scorecard theory from financial, customer, internal processes, learning and growth of four dimensions, the strategic objectives will be organized into a system of performance evaluation indicators, so as to achieve the strategic goal to establish reliable performance management system, as a management study the latest research results to better reflect the diversity and cross-examination strategy idea.In this paper, performance management from the start of the research, obtained the Balanced Scorecard is a relatively good performance assessment method, and the Balanced Scorecard introduce the relevant content.Followed by adjusting the Balanced Scorecard, the government department set up performance management appraisal system, and constructed in Ningbo City Jiangdong District Administration Service Center staff performance appraisal Balanced Scorecard model from Ningbo City, Jiangdong District Administration Service Center staff performance Balanced Scorecard indicators assessment model, the main model for the evaluation component, in building a model, the four dimensions of the Balanced Scorecard for the corresponding conversionFinally sum up the Balanced Scorecard at Ningbo City, Jiangdong District Administration Service Center, the main idea of the application, implementation steps and application of problem analysis.Significance of this study lies in the fact that through the performance management of government departments under the framework of the Balanced Scorecard theory, constructed in Ningbo City Jiangdong District Administration Service Center staff performance appraisal Balanced Scorecard model, for government departments to further improve and perfect the assessment work, establish the scientific development concept and a correct view of achievements play a positive role.
