On The Elites Of Country Economy In Political Grass-roots Units

In recent years, with the gradual improvement and deepening of the country political democracy in the grass-roots units, a group begins to enter our visual field. They are the "economy stars " who become rich first in the early reform and opening up, the able persons in the reform and opening up, and the elites in the new contry construction and adminisstration.On the basis of their advantages in economy and broad human relations, they gradually get involved in different sectors in country economy with superb wisdom. They won statue, fame and political prestige for themselves as well push forward the public interests.At the same time, they won a reputation of "able persons in administrating villages". They are the elites in the country economy, the target of this thesis.The thesis think of political development theory and the political and social theory as the theoretical support,use the qualitative research method as a research tool, East Village of L City, in eastern Hunan for the case study. this thesis observed and analsed the development of the rural economy elites and the microscopic details of the political process by "sparrow Anatomy" type, using a variety of data collection methods in the rural economic elite and its socio-political phenomenon of rural Holistic Study in natural contexts.Analytical methods used in political science and induction, analysis of information, and then from the perspective of grassroots political development related to the design of the system, maximize the "rural economic elite" of rural governance and the positive role of democratic progress, provide reference for the practice of rural governance.The thesis consists of four parts. Part One is foreword. Part two,the Emergence of Rural Economic Elite. Tracking down the origin of squire governance and the impact of modern social change, this part analyses the reasons such as the call of capable brains in the trend of getting rich being the foremost, or the background of of the emergence of rural economic elite, as well as their uniqueness, the Evolution of Rural Economic Elite. Through analysis of the participants and approaches of rural governance, it describes how the economic elite develop from ’’ money-making genius " to "rural governance genius". Part Three, the Characteristics of Economic Elite’s Governning Process. Based on Maslow’s hierarchy of needs theory, analysis of the motives, means, methods and results of economic elite’s political participation has been made to have a panoramic perspective of their governing process. the Significance of Rural Economic Elite’s Political Paticipation for the development of grass-roots politics. Both the merits and demerits are discussed. Part Four, Suggestions for the Healthy Development of Rural Economic Elite Governance. It discusses how the rural economic elite can successfully develop into political elite by system design. What’s more, they are expected to play an active role in the process of political democracy development in China.
