At present, along with the increasing demand of long-term care, the shortage ofelderly welfare facilities and funds has become serious. The absence of Chineselong-term care system results in the lack of long-term care insurance and unbalanceddevelopment of community care between different regions. And only a few nursinghomes receive elders who lose their function. It is significant to pay attention to need,right and well-being quality of these elders, which relate to the personal interest ofelders who receive nursing home care, reflect the quality of government republicservices and even the level of the civilization of our society.The specific of psychological and physiological characteristics of elders whoneed LTC lead their needs to be different from others. However, there are a fewresearch discussing their needs. The author summarized frame of elders’ need byreading previous research, and divided need into two types. One is material need,including health and safety, such as food, accommodation, transport, medicaltreatment and assisted living care. The other is mental need, including love andbelongingness, esteem, self-actualization and so on. According to such furthersubdivision, it is easy to reflect the specific need of elders with their function lost.With qualitative research method, the author takes a nursing home as case whichis a mature NGO for elders who need LTC, trying to get the idea of what elders’ needswith their function lost are and satisfying situation of need on the basic of theinterpersonal relationship and social worker’s work in nursing home.The author maintains that most elders who need LTC prefer material need,moreover, they have higher requirement to the form of expression and satisfaction.Secondly, elders’ material needs are almost satisfied, though mental needs are not sowell as the former. Thirdly, the reasons of the lack of need are low quality of care andlack of consideration between elders and frontline workers in LTC. The major reasonsof low quality of care are the low level of education, big fluidity, lack of training aswell as management problem. At last, as educator and coordinator social workersshould use existing resources well and exert their expertise to meet elders’ need withtheir function lost.
