To recruit new teachers is an important measure to add the school strength andvitality, as well as promote the rational flow of teachers. The school principalsusually regard the recruitment of teachers which is called the “off” generally as themost basic work of reaching the optimization of teachers’ group. In that case, everyschool is cautious about this. In this study, the author treats the investigation ofsenior school teachers’ recruitment process in Urumqi as the main line. This studyaims to find out the problems, analyze the reasons and provide solutions forrecruitment in Urumqi senior school on the basis of human resource managementtheory in order to impel the recruitment more scientific and standardized.This paper is divided into four parts. The first part is introduction whichelaborates the origin of the research, define the concept and present the limitationsand achievement in this area. Next, the author clarifies the purpose of this study andthe significance of the basic ideas and methods. The second part introduces thetheory of human resource recruitment. The third part is to discuss the currentsituation of senior school teachers’ recruitment in Urumqi applying interviews,questionnaires and participant observation. Through the survey, the author finds theproblems, including lack of theoretical support in analyzing the demand of teachers,lack of training before the recruitment, pursuing high qualifications one-sidedly,existing some degrees of discrimination and ignoring the candidate’s idealqualifications and the autonomy of the school which has recruitment needs.Moreover simple recruiting channel and single written test content, false interviewand enrollment, unconventional methods, and short of the assessment of therecruitment’s results and benefits are also issues in this area.This paper illustrates the reasons of these problems from six aspects. First, theschool has not sufficient preparation for recruitment; second, they are short ofunderstanding for normative recruitment process. Third, schools emphasize theimportance of the College Entrance Examination too much. Fourth, the teachers’assessment mechanism is not sound. Fifth, the teacher recruitment oversupplies.Sixth, they did not realize the importance of the recruitment assessment.In the last part, the author tries to give some shallow suggestions for seniorschool teacher recruitment in Urumqi in accordance with the human resourcesrecruitment theory and wishes more educational researchers and practitioners to payclose attention for teachers’ recruitment in the future.
