Education is the driving force of social development; vocational education that is not only aneducation matter but also a political one is directly related to the future and destiny of nationalenterprises. With the increasing of educational popularizing rate day by day, the quality of vocationaleducation has become the focus of the society. The government is obliged to realize the educationequity, to cultivate skillful personnel who can adapt to the social and economic development.From the perspective of inter-organizational relationship, this thesis divides the relationshipbetween government and education into four parts, complete with administrative relations, legalrelations, financial relations and the social environment relations. Taking the relationship as the trunk,the paper compares the government management professional education among German, America andAustralia; combines the lose and found of that in China since its establishment in1949; analyzes thedifficulties and its reasons of the vocational education in China and puts forward four assumptions ofreconstructing the relations between the government and vocational education: from being regulatedto active service-the reconstruction of administrative relations, to enhance legal operability-thereconstruction of legal relations, to promote the education equity-the reconstruction of financialrelations, to optimize social environment relations-the reconstruction of social environment relations.This paper is intended to provide the government with some decision bases and references ofregulations and policies related to vocational education, and its management system and operatingmechanism; it is also to urge people to give more attention and reflection about the vocationaleducation and its administrative management problems.
