Along with the process of urbanization in China, many rural communities changeinto the city communities. But the measure index of urbanization should not only by theamount and efficiency, we should also take the quality into consideration, and it mayplay a more important role. In the process of transformation, the relationship pattern ofthe self-organization of community and residents is important to achieve security,community order and the effective transformation, it reflects the communitytransformation quality index. Neighborhood committees and residents’ relationshipmodel is the important variable to the essence of resident autonomy, is importantinfluence factor of the community governance or good governance to achieve theobjective, is made in the practice of community governance of the interaction betweenresidents and the neighborhood. Analysis and research the interactive relation, is helpfulfor us to understand the problems of the interaction of current rural communitygovernance autonomous organization and residents, is helpful for us involved tostrength and cause analysis from this group of social relations of the parties, help us putforward rural community comprehensive management countermeasure from a practicalpoint of view. The reflection and analysis of China’s system of grass-root democraticautonomy in real progress has important sense, it also can help our country city to buildand perfect a reasonable neighborhood and interaction between residents providedcertain beneficial enlightenment in the process of rural community governance.Chongqing serves as exclusive municipality directly under the central governmentin the west in our country, has the important position and role in the westerndevelopment strategy, is also the test base of the national coordinating urban and ruraldevelopment and the reform of the household registration system. In recent years,Chongqing vigorously carry out the overall planning of urban and rural constructionstrategic planning, the speed of urbanization is fast, but in this process, how is thequality of community changed? What problems in community governance? And how torealize the community governance? To answer to these questions will contribute to ourunderstanding about the present city and rural community governance.This article researches on the community governance in the neighborhood andresidents’ relationship mode undertook detailed questionnaire survey, material collectionand interviews through the questionnaire and interviews with the method of combining, X community in Chongqing as an example. The analysis is base on the basis of the data,discusses the current situation and problems of X community in Chongqing aboutcommunity neighborhood committees and residents’ relationship model about the Xcommunity neighborhood committee role function in community governance, citizensparticipation, satisfaction of residents about the neighborhood committee’s job,residents’ cognition and evaluation about the neighborhood’s role, the neighborhood andthe interaction between residents. Get a conclusion that the relationship mode of theneighborhood and residents in X community governance is a kind of" administrativerelationship". The structural analysis about the cause of imbalance of the X communitygovernance neighborhood and residents from the community governance factors,subjective factors, organizational factors and cultural factors and so on severaldimensions; puts forward the perfect relationship models of X communityneighborhood committees and residents by comprehensive governance reformcountermeasure on the basis of analysis of the reasons, from aspects of the systemconstruction, function transformation, civil society and other aspects of theestablishment of cooperative relationship and finally proposed the research conclusionof this paper, and pointed out that this study is insufficient or needs to be furtherimproved.
