The widely-discussed the Guidelines for China’s Medium-term and Long-term Educational Reform and Development (2010-2020) were formally released on July 29th,2010. In the guidelines, the vocational education was placed in an important position, and it was noted that the great contribution to the development of higher vocational education had become the vital task in the coming 10 years. During the past decade, China’s higher vocational education has achieved a great-leap-forward development. It had taken up half of China’s higher education in size and number. In the future 10 years, China’s higher vocational education must accomplish the transform from the scale expansion to quality improvement. Meanwhile, in the guidelines, it was proposed that full support should be given to the non-government funded education which was considered to be the growth point and important force of educational business developmentDuring the knowledge economy times, talents resources are the most valuable resources in the worldwide economic development. Non-government funded vocational colleges which are the fields nourishing the high-quality skillful talents specially need a stable team of high-quality teachers. However, due to lack of financial fund support, low social recognition, hysteretic human resource management, slower reform of the internal management system, the uncompetitive excitation mechanism and so on, it is difficult for non-government funded higher vocational colleges to attract and hold teachers. Meanwhile, teachers’ age and knowledge structures, as well as teachers’total quality and teaching methods which can’t match with the needs of higher vocational education required by the social economic development seriously restrict the further development of China’s higher vocational education. Under recent circumstance, how to fully develop available teachers’resources and how to bring in new teachers’resources are becoming serious problems. There are uncountable experiences and facts tell us that human resource (teachers) as the strategic resource of college development has became the most important fact.This thesis, based on the case of a newly non-government founded higher vocational college, CJ Vocational College, deeply analyzed the problems of teacher resource management in the vocational college, using motivation theory and performance management theory as research foundation, combining the theory and practice as research method. This thesis was grounded on the fact of running the college and its development strategy, fully considering the need of the non-government funded higher vocational college for the teachers, combining the features, goal and task in the new period of higher vocational education, and also focusing on the factors, such as training objective, teaching process, measurement system, which differs from the average higher education, in order to establish an excitation system with strong points and distinct characteristics. This thesis which covered the aspects of target system, income system, career advancement and construction of college cultural system fully discussed non-government funded higher vocational colleges’idea and strategy of excitation system.This article based on thought of modern human resource management discussed the teaching staff management of China’s non-government funded higher vocational colleges. It proposed an excitation mechanism plan which followed the people-based principle, aiming at effective using and exploring the human resources, and borrowing ideas from excellent enterprises’management as well as the advanced experiences and successful patterns of vocational education management. This article will provide possible references for the managers of non-government funded higher vocational colleges and the educational researchers, to promote the effective using of educational resources, to improve the management of non-government funded higher vocational colleges, and to average up the teaching level of the higher vocational colleges, to be better served for the society to cultivate high-quality and skillful talents, and also to speed up the development and improvement of economic society.
