With economy globalizing and international competition imposing, theenhancement of people's quality and the cultivation of high quality person withability are focuses the country and government pay attention to, which providesan important opportunity for higher institute that is a cradle of cultivatingperson with ability and a base producing new science and technology. HigherVocational Education, a member of Higher Education, becomes the substantial partin the system of Higher Education by making full use of the chance, adaptingto the popular direction about International Higher Education, and exerting thevirtue of marketing and flexible mechanism. However, with the scale of highereducation becoming larger and larger and the entrance of foreign schools, highervocational education faces more and more serious competition. Wanting toovercome the defeat, remaining its' development potential and improving socialreliance, higher vocational education requires reforming in order to adapt totimes. The nature of reformation is to enhance service quality so that customersare very satisfying, which is a key relation to the success and defeat of highervocational education. The quality of education and cultivation of person withability depend on high quality teacher, teachers' work passion and potentialof creation. Therefore, the research about how to inspire the blooming andlasting work motivation-teacher motivation becomes a key pass to improve thework benefit of school and school brand quality.Based on the motivation theory and practice of western, the paper explainsthe motivation definition, function and its effect on higher vocational teacherin the round and by the numbers. Especially, on basis of the characteristicsof teachers of higher vocational and technology college, using the high relianceand validity questionnaires formed by interview and open questionnaires, theresearcher explores the motivation demands of 227 teachers about three highervocational and technology colleges of Shandong Province, and the results showthat the motivation of material, inspirit, environment and society are keyvariables affecting the teachers' work motivation and development, probing intothe demand difference of gender, age, the title of a technical post, degree andduty. Based on above, the intervening measures improving teachers' workmotivation are provided. First, the instructing ideas that man is root must beinsisted on;Second, positive organization culture set up by school becomes themotivation environment;Third, the highest bourn of teachers' motivation–self-motivated must be shaped. Fourth, the mechanism of open, transparent andreasonable performance examination needs to be set up.
