With the development and progress, step by step to get rid of gender inequality in contemporary women’s history yoke, mounted the political stage, and in more and more areas play an important role. This is the result of progress of the times, at the same time to improve women’s status and influence to promote an increase in the progress of the times. But as the growth of women are trying to, the constraints come from social factors and personal factors are still a lot, growth and promotion of women in the pressure is also growing.Promotion, whether in business or civil service, is an important incentive in human resource management; it can reflect human values and increase people’s motivation and initiative. New socialist China attaches importance to women’s development, Female civil servants as a good female talent, their development and growth has also been a great deal of attention. Promotion of female civil servants is also reflected an important aspect about women’s growing.In this study, it access to some of the information about promotion of female civil servants in recent years. Although not more than research data, but with access to the literature shows that in the promotion of women some problems do exist, which hamper the growth and development of women. Literature reflects that some institutional and traditional prejudices serious impact on the usual women’s advancement path. Excellent quality and characteristics of women has not been found and pay attention to it. Organizational climate is still biased in favor of the traditional male-dominated institutional arrangements. After the rise of feminism in the West, the study focused on women is increasing, characteristics of the study on women is lack of their number. Beautiful quality of women was found and praised by more people. And researchers found that the female characteristics are conforming the development of the times. Therefore, the voice about attention to promote and increase feminism is strongly increasing.This study aimed to analysis the relationship between femininity and women’s advancement. Thus based on the findings, through re-identification the femininity, it can be found the quality that benefit to its own development and improve its weaknesses. Instruct women to recognize and improve their own at the further development and make progress. Unearthed a woman’s advantage and Encourage organizations to effectively achieve fair and equitable system, play a female advantage, achieve the purpose of complement each other and common progress.The paper base on questionnaire and SPSS software, by studying the relationship between femininity and promotion for women, made some personal views about management reform for civil service of state organs.
