The Evaluation Of Shanxi Universitie’s Science And Technology Innovation Ability Which Based On The Perspective Of Intellectual Property Rights

With the deepening of the integration of the world economy, the marketcompetition becomes more intense, International competition is embodied in hightechnology and their talented person competition being innovative gradually. Inorder to occupy a space in future international competition, each country in the worldare active to establish and perfect the the national innovation system. Colleges anduniversities as a base for knowledge innovation and dissemination、technologyinnovation and creativity talents，will play an important role in the national scientificand technological innovation system, so it’s has more significance in research scienceand technology innovation.In this paper, based on the theoretical analysis of the intellectual property, scienceand technology innovation capacity, at the same time, through the use of analyticalmethods which combination of empirical research and comparative analysis, discussesthe the important role of science and technology innovation in the national innovationsystem. This article is composed of five chapters，The first chapter describes theresearch background and research contents and methods. Second and Third chaptershave introduced the related concepts and the status at home and abroad of theSci-tech innovation capability evaluation of the university. The fourth，fifth chaptersis ithe main part of this article. In first of all, this article brief description of theSci-tech capability current situation of the Shanxi colleges and universities, the mainlyon the patent part of the analysis, Second established a comprehensive evaluationindex system of university science and technology innovation capability. Aftercollecting the relevant data, the paper make a comparative analysis of horizontal byuses principal component analysis and the data of 2009 university scientific andtechnological innovation capability of the six provinces in central China, Through theanalysis to the result of comparison and appraisal, the author has found out the mainproblems which influence the S&T innovation ability of high education schools inShanxi to promote, and carried on the research of management and countermeasure directed against these questions.
