| This paper has made a direct penetration into the study of survey that technological innovation and society serving condition universities in Shanxi Province have realized. By analyzing the continuously increasing development trend of technological innovation in universities and the current situation that how universities serve the local economic construction, the author makes more research on the characteristics and forms of Production, Teaching and Research in universities of Shanxi Province, important measures made by some departments of government to support the technological innovations in universities as well as a number of symbolized achievements. Moreover, the author also made some specific analysis in the special chapters on existed problems while conducting positive summaries for the achievements made by the technological innovations to serve the local economic construction. The author has made the conclusion that the problems lied on the following aspects that government did not pay more attention on the issue, a few fund was input, scientific research in universities are separated from the economic situation in Shanxi Province, transformations of scientific research mechanism is out of date, ground for scientific research is unsuitable, a serious brain drain. The author, on one hand, was also trying to explore the ways for better services that technological innovation could provide to the local economic construction; on the other hand, to make a rational prediction and a direction that how technological innovation serve the local economic construction well by working on the problems that in the economic construction. The author believes that universities in Shanxi Province should enhance their ability of technological innovation, especially the autonomous innovation ability and are expected to make perspective, original scientific research achievements on both the fundamental and high-tech fields. Furthermore, actively promoting universities to meet the demands of becoming a economic society in initiative while serving development of the society validly and making efforts on combining Production, Teaching, Research and Agriculture, Science, Education;Enhancing the construction of technological innovation platform, promoting the construction of Science and Technology Parks in university, making the transformation of technological achievements more quickly, emphasizing on promoting the influence and contribution made by the scientific research achievements. Thus, to prospect the philosophy and other social sciences, implement the research project of philosophy and other social science in universities, promote the informational construction of research foundation of human social science and to make contributions on establishing a innovational field and harmonious Shanxi Province. Last but absolutely not the least, the universities should be informationized and construct " the next generalized IT laboratories".Due to an inevitable role in the technological innovation in universities, transformation of technological achievements and serving local economic construction, training talents squad and supporting accumulation of the talents are becoming more important.At the same time, plans like supporting "top-notch young and mid-aged creative talents", "brilliant creative team" and " young academic foregoers" should be formulated and a continuous support to the excellent academic foregoers. On the other hand, universities are advised to train groups of excellent top-notches and potentials, to accumulate some experts known in and abroad, to establish a batch of prominent teams, to put forward a branch of achievements as well as training a teaching staff with high qualifications which can make the universities play more crucial roles in the regional system constructions by relying on the technological creation platform.
