At present,the status and role of intellectual property in international competition is becoming more and more prominent.Improving the ability of intellectual property creation can promote the development of national intellectual property rights and realize the construction of a strong country with intellectual property rights.However,my country's intellectual property creation still has "more than good".Case.As an important innovation subject of intellectual property creation,universities and colleges,their intellectual property capabilities are also an important indicator of their level of innovation."Double first-class" universities are the universities that are currently in the forefront of comprehensive development in my country.Therefore,studying the intellectual property creation capabilities of these universities has a certain typical significance,and to a certain extent can provide some reference for other universities.This article understands the basic situation of the development of intellectual property management work in "double first-class" universities from the three aspects of policy norms,institutional settings and incentive measures,and then compares and analyzes the development of patents in terms of regions and disciplines,and comprehensively grasps China's "double first-class" "The basic status of intellectual property rights in colleges and universities,using the principal component analysis method to evaluate the intellectual property creation ability of the "double first-class"colleges and universities from 2014 to 2018,and using the sample data of 2018 as an example to introduce the detailed content of the data calculation,and at the same time,the 2014-The calculation of the principal component scores in 2018 is summarized,and the problems in the creation of intellectual property rights in China's "double first-class" universities are analyzed based on the evaluation results.Based on the current situation,the corresponding countermeasures and suggestions are put forward from the government and universities.Research shows that from 2014 to 2018,the "two-level differentiation" trend of "double first-class" colleges and universities' intellectual property creation capabilities has become more and more obvious,that is,the gap in intellectual property creation capabilities has become larger and larger.From a regional perspective,the overall score gap between the eastern and western regions has widened from 9.42 in 2014 to23.12 in 2018,an increase of 13.7,while the gap between the central and western regions has also reached 11.55.The gaps in the intellectual property creation capabilities of universities in the central region are still very obvious.At the same time,there are still problems such as the low level of patent conversion in universities,the low quality of intellectual property creation,and the inadequate intellectual property management system of universities.On the basis of existing work,the government should continue to strengthen the input of intellectual property creation resources in universities,rationally allocate scientific research resources,and strengthen the guiding role.Universities should improve the intellectual property creation environment,improve the intellectual property system,and set up special intellectual property funds.
