With the in-depth implementation of the innovation-driven development strategy,my country’s scientific research management reform has been pushed forward,and the strength of scientific and technological innovation has steadily improved.To truly build a “double first-class” university into a gathering place of my country’s intellectual resources and scientific and technological resources is an indispensable key step to enhance the competitiveness of my country’s scientific research and innovation.While the total input of various resources is increasing year by year,the output of various types of scientific research and innovation has not shown an overall upward trend.Therefore,the establishment of an effective evaluation system for the efficiency of scientific research and innovation,and the evaluation of the efficiency of scientific research and innovation,projection analysis and regional comparison of the "double first-class" universities are of great significance to provide empirical evidence and decision-making references for optimizing resource allocation and improving the efficiency of scientific research and innovation..This study selects 41 "double first-class" universities with open data as the evaluation objects,based on the cross-sectional data and panel data of their scientific research and innovation efficiency,and following the principles of systematic,typical,scientific and quantifiable construction of the index system.14 input original variables and 19 output original variables were used to evaluate the efficiency of scientific research and innovation using principal component analysis and data envelopment analysis(DEA),and to conduct super-efficiency DEA analysis for colleges and universities in the effective state of DEA to determine their specifics For efficiency value,a projection analysis is carried out for colleges and universities that are in an invalid state to determine their resource redundancy and insufficient output.Finally,a regional comparison of the "double first-class" universities in the eastern,central,western and northeastern regions,and then a systematic evaluation of the current situation of resource allocation and the efficiency of scientific research and innovation in my country’s "double-first-class" construction universities,the research found: 1)The comprehensive technical efficiency is low,and the scientific research management ability is strong.Among the 41 sample universities,only 13 universities are in the DEA effective state.The comprehensive technical efficiency value of each university fluctuates between 0.57-0.97,and the average value of the whole sample is 0.841.The pure technical efficiency value of 20 universities is 1,and the average value of the whole sample The value reaches 0.91.The sample universities have strong scientific research and innovation capabilities and relatively complete related management systems.(2)There is redundancy in various resources,and diminishing returns to scale are serious.Among the ineffective universities,23.81% of universities have human resource redundancy,52.83% of universities have the problem of waste of funds,and13 universities have excessive investment in the construction of scientific research platforms.Only two universities are in a state of increasing returns to scale,and other universities should not further expand the scale of input and output,that is,expanding the scale of input is not an effective way to improve efficiency.(3)The output of science and technology innovation is out of balance,and the input structure needs to be optimized.The output of scientific research and innovation in the eastern region leads all regions.Among the 19 indicators of scientific research and innovation output,11 indicators are ahead of other regions.The output in terms of the frequency of paper citations and local academic conferences have reached the northeast and More than 7times that of the western region.The total number of talents,funding and scientific research topics of universities in the eastern and central regions are slightly higher than those in other regions.The average gap in resource input in the western region compared with other regions reached 46%.(4)There is significant regional difference in efficiency,with the eastern leading the western catching up.Of the 13 colleges and universities where DEA is valid,7 are located in the eastern region.The DEA effective sample ratio in Northeast China is the highest,reaching 50%.In terms of pure technical efficiency: The average pure technical efficiency of the "double first-class" colleges and universities in the Northeast has reached 0.99,which is close to the effective level.Combining the above conclusions,the following suggestions are put forward:Educational evaluation "breaks the five criteria" and perfects the academic evaluation system;integrates and utilizes advantageous resources and improves resource allocation methods;scientific research projects are classified and managed,and the management system reform is deepened;Resources.In turn,the "double first-class universities" can cultivate first-class talents,build first-class teams,produce first-class results,and seize the commanding heights of scientific and technological innovation in scientific research and innovation activities with appropriate scale,reasonable structure,complete systems,and advanced concepts. |
