The quality of basic education is related to the success or failure of education development,thequality of the whole nation and the comprehensive national strength.Although the quality of basiceducation depends on many factors,the most important factor directly relative to the quality ofstudents and the quality of education is the quality of teachers.To attract the excellent talents to beengaged in education career and to encourage teachers to work hard.Our country Implemented theCompulsory Education School Performance Salary Guidance,which said the Teacher PerformanceSalary System should be put into practice from January 1st, 2009.The quality of teachers is interms with the scientific teacher evaluation. In the same year,the Ministry of Education issued thePreparation for Compulsory Education School Teacher Performance Appraisal Work Guidance.Itput the results of teacher performance evaluation as the basis of wage distribution of teacherperformance.And it promoted teachers to improve their own quality and teaching abilityconstantly.What the connotation of teacher performance evaluation is,and how to appraise theteacher performance are considered as the hot topic for researchers.The author tries to discuss thistopic by reading a number of domestic and foreign research achievements of teachers’performance evaluation,and on the basis, tries to give definition to the teacher performanceevaluation.This thesis analyzes the present situation of the primary and secondary school teachersimplementing performance evaluation and proposes the teacher performance evaluation strategyconception so as to provide strategic support to primary and secondary school teacher performanceevaluation,and even to better cope with the pay system of teacher performance.This thesis includes introduction and four parts:In the introduction parts,we explain the reasons of choosing this subject,and introduce thecurrent situation,the ideas,the purpose and methods of the relevant research at home and abroad.In the first part,we retrospect the primary and secondary school teacher performance evaluationand expound the stage of the primary and secondary school teacher performance evaluation development and the stage characteristic since the founding of the People Republic of China,andthen analyze different opinions about the primary and secondary school teacher performanceevaluation.At last,the author puts forward the concept of the primary and secondary school teacherperformance evaluation.In the second part,we criticize the current situation of the primary and secondary school teacherperformance evaluation,and display the problems of teacher performance evaluation mainly asfollows(1)the evaluation function pays much attention to management and ignoresdevelopment;(2)the evaluation body shows that teacher evaluation rights are lacked;(3)theevaluation content pays too much attention to the exam results;(4)the evaluation criterion ignoresthe differences of teachers;(5)the evaluation result pays much attention to identify but ignoresfeedback adjustment.Summarize the teacher performance evaluation problems into fouraspects:the vague concept of teacher performance evaluation;Simple quantitative managementoperation mode;the ignorance of primary and secondary school teachers labor characteristics;thesimple transplantation in education of enterprise performance evaluation.In the third part,we put forward the theory basis of primary and secondary school teacherperformance evaluation,including Contingency Management Theory;Comprehensive Incentivetheory and the Theory of Human subjectivity.The three theories should be the constructivefoundation of primary and secondary school teacher performance evaluation.In the fourth part,we put forward the implementation strategy conception of the teacherperformance evaluation.Firstly,we analysis the principle of primary and secondary school teacherperformance evaluation.Based on this,we think current teacher performance evaluation strategiesinclude as follows:to construct a healthy school performance culture;to construct an effectiveperformance evaluation criterion;to select the appropriate evaluation body;reasonably to useteacher performance evaluation method;to establish the safeguard mechanism of teacherperformance evaluation.In the fifth part,we reflect deeply on the fairness and efficiency and teacher moral evaluation ofteacher performance evaluation.
