| With the approval of the state council, merit pay system was implemented in China from January 1st, 2009. Subsequently, the ministry of education had issued some certain guidance on how to do teacher performance evaluation effectively, which were inevitable requirement of implementing policies for dispatching teacher merit pay. Meanwhile, the result of performance evaluation was main basis of dispatching teacher merit pay. However, there are lots of problems existed in current teacher performance evaluation by means of on-the-spot investigation, which cannot develop teacher specialty and meet the merit pay system implementation effectively. What's worse, some problems cannot be solved at all in the traditional evaluation model. Therefore, in order to coordinate the implementation of the merit pay system, a new evaluation model for research work was launched that could resolve some problems existed in actual teacher merit pay. With the further education informationization, the advantage of information technology has changed the traditional educational administration management means and solved the difficult problems of school daily management work through adopting literature related research achievements at home and abroad. On this basis, the idea based on network platform aiming at the development of teacher performance evaluation of primary and secondary school is presented, which point at the problems of teacher performance evaluation of primary and secondary school and conform the development trend of education informationization. What's more, it can carry out evaluation informationization, multi-channel collection,evaluation data visualization, evaluation methods automation, and make faculty performance evaluation of teacher performance with better implementation of wages.Through in-depth theoretical study, system theoretics and the fourth generation for constructing theory can provide feasible theoretical guidance to the teacher performance evaluation system based on network platform. Orderly principle, feedback principle and the overall principle in the system theoretics support conceiving teacher performance evaluation . All sorts of new concept in the fourth generation education evaluation satisfy the design of teacher performance evaluation system based on professional development. In additions, factual basis for the development of teacher performance evaluation system based on network platform are presented by various evaluation methods, the effective application of computer science and technology rapid development. Through the comparison of the various methods technology, references of a 360-degree feedback evaluation method and teacher portfolio assessment method, the most advantageous basis are provided that safeguard the scientific, innovative and feasibility of the research results.The detailed design of teacher performance evaluation system based on network platform combine advanced evaluation and computer science and adopt system method under the guidance of system theory and the fourth generation education evaluation theory. The main research contents concentrate on three aspects. First, teacher performance evaluation method is reconstructed for the development of the teacher profession under the guidance of the new concept. Second, with a functional point of view, this paper propose the intelligent design scheme of teacher performance evaluation system based on network platform under the guidance of system science theory. The paper realize the system evaluation for the performance evaluation, exchanges and reflections, professional development of the integrated system model.Finally, strategy implementation for the development of teacher performance evaluation based on network platform is proposed with the combine of design scheme, which mainly include the construction strategies of the indicator system, the development strategies of the teacher performance evaluation system. The former one is studied by means of the indicator items ascertainment, weight distribution and standard organization. The latter is researched based on the development cycle of software system that develop the optimal design and realization method based on requirement analysis, function module design and system structure selection.In addition, guarantee measures for teacher performance evaluation based on network platform are also provided, mainly including constructing favorable evaluation environment, establishing comprehensive security system, perfecting evaluation training mechanism and developing the system maintenance system. The purpose is not only guarantee the effective implementation of the development of teacher merit pay system based on network platform, but also resolve the problem existed in the teacher evaluation. Furthermore, guarantee measures can cooperate with the implementation of performance pay and promote teacher profession development. |
