From 1949 till now, our country and government, education and other field all payattention to the primary school students’heavy burden from subjects. This problem affectsstudents’all round development and mental and body health; besides, it obstructs teachingreform and quality education. It has become a social persistent ailment. Thus“reducing theburden”is put forward and studied. The sixty year’s history of reducing the burden shows ourperseverance but also indicates the continuous reoccurrence of heavy burden. We should thinkdeeply and explore how to deepen the teaching reform, promote quality educationcomprehensively, reduce the heavy burden of schoolwork, leaving children a happy childhood.The paper analyses the root of the problem and main harm deeply combining the survey dataand advice of discussion, referring to theory and practice and puts forward to promote“reducing the burden”from aspects such as ideas, implementation of policy, system reform inorder to make primary school students grow healthily in a loose and relaxing learningenvironment.The paper is divided into five parts:The first part is introduction. It briefly introduces social background, pointing out thesignificance and present situation of study and presents research ideas and methods in details.The second part looks back at the history of primary school students’“reducing theburden”. First, according to time order, the paper looks back at some documents, measuresand hard work in order to prove the importance and arduousness of reducing the burden. Then,it briefly states the history of reducing the burden in our province highly summarizes goodmeasures and creative deeds and further prove the necessity, urgency and complexity. Finally,it finds some laws and revelation from over sixty year’s history of reducing primary schoolstudents’heavy burden of schoolwork.The third part briefly introduces present situation of Weishan’s education and relativesurvey results. It introduces development situation of society and economy and primaryschool education as well as questionnaire of Weishan County. This indicates the authenticityand representativeness of survey in order to ensure the paper’s universality and credibility.The fourth part analyses the research data comprehensively. The first is problemsummarizing. It analyses widely and deeply from five aspects, such as heavy homework, badliving condition of primary school students, the attitude and behavior of parents, the increaseof education cost and pressure of schoolwork of students. The second is the outline of harm. It will exemplifies from two aspects, obstructing students’mental and body health and all rounddevelopment as well as obvious harm of“generalization effect”. The third is the analysis ofreasons. They are the limits of basic national conditions, negative effects of traditional culture,deviation of policy carrying out, improper of evaluation system and negative effects of teacher,parents and society.The fifth part puts forward strategies and advice of solving this problem. We shouldchange our mind and establish correct cultivation viewpoint and talent viewpoint, carrying outthe policy strictly to ensure effects of reducing the burden. We should also enhancecooperation and improve the mechanism.
