Mass of farmer laborers flock into the cities during the process of industrialization and urbanization. On the one hand, the farmer laborers make a great contribution to accelerate development of urbanization. On the other hand, they add some new and difficult problems to the city management. Especially with the increasing proportion of whole family migration, a large number of school-aged children following their parents stay in the cities. How to solve the education problems of these migrant children became a priority for the government. From2001the implementation of "the two priority policy" has not achieved the desired results. The city government and the city public schools have not response this policy positively. Therefore, the problem of migrant worker children’education has not been solved well.The most important point of solving the problem of compulsory education for migrant children is to ensure adequate education funding. However, due to the feature of typical quasi-public goods of compulsory education for migrant children, the policy which requires that the local governments shall bear responsibility for administrating and funding has led to the district governments become the last resort for educating the migrant children, causing the disunity of routine power and financial power. In order to avoid the financial burdens, the district governments set various requisitions to limit the enrollment of migrant children. And the public schools have great power to decide whether to accept the migrant children. Some schools refuse to accept them with all kinds of excuses or require them to pay extra money. These behaviors make it harder to enroll the public school for the migrant children.Therefore, as to the insurance of education funding of the migrant children, some countermeasures are put as follows:First of all, the local governments should become the major funding providers and the responsibilities of governments at all levels should be clarified. The central government and district governments should share the responsibility of the education financial funds for the migrant children. Second, some appropriate incentives should be created to stimulate the enthusiasm of all levels of government. Finally, efforts of stimulating economic development and shorting the inter-school gap to achieve the balanced development of urban compulsory education should be made. Only in this way can make these "flying dandelion" living under the same blue sky and growing together with the children in the city.
