| New urbanization is in full swing,more and more rural people flow into the city,and its inflow mode is gradually changing from "individual flow" to "family migration".The education of migrant children is not only a difficult problem in population flow,but also an issue that needs to be paid attention to in the cause of education security.Education security is an important category of social security system in a broad sense,and the essence of social security is to maintain social equity and promote social stability and development.To guarantee the compulsory education of migrant children,a vulnerable group,is conducive to helping migrant families,improving the welfare supply level of migrant children,and improving and developing social security.Focusing on the issue of education protection for the children of migrant workers,compared with the first and second tier cities,there are relatively few relevant studies carried out for the third tier cities with the majority number.In third-tier cities,there are not a small number of accompanying families migrating from the surrounding counties to the main urban areas.Taking J City,which has a large population and is suitable for working and living,as an example,it is of great theoretical and practical significance to study the guarantee of compulsory education for the accompanying children of "cross-district migration".From the perspective of social security,this paper builds a time-space-factor three-dimensional analysis framework,analyzes the problems existing in the starting point,process and result of the education of migrant children from the perspective of time evolution logic in combination with the theory of educational equity,and interprets the significance of reasonable allocation of compulsory education resources in spatial dimension with the help of the complex theory of social equity.Based on the stakeholder theory,this paper analyzes the realistic difficulties faced by the migrant children’s compulsory education integration.Based on the field visit and investigation of S District in J City,it is found that,in terms of time dimension,there are problems of weak competitiveness of degree resources and heavy economic burden in the enrollment of migrant children,and it is difficult to achieve "differentiated equality" in the process of studying,and the educational outcomes are easily manifested as poor academic performance and heavy psychological burden.In the spatial dimension,there exists the problem of insufficient balanced allocation of material,human and financial resources related to compulsory education within the regional scope.In terms of factors,there are some problems of unbalanced interest game between the families and the families,the governments of the places and the places,the public schools and the children.The above problems are mainly affected by the urban-rural dual education pattern,the household registration system,the allocation of educational resources,the supply of family resources,and the conflict of interests of the main body and other factors,starting from the four aspects of ensuring that the children of migrant workers have "access to education","can afford","integrate well" and "go to quality school" in the compulsory education stage.We put forward countermeasures and suggestions to ensure the fairness of enrollment in accordance with the law,focus on the expansion and quality of degrees,improve the construction of management systems and mechanisms,rationally allocate compulsory education resources,cooperate with schools to optimize the compulsory education environment,and deepen the reform of the household registration system. |
