This paper will be in reference to the relevant research results, concentrating onthe financal policy evolution history in the children’s compulsory education,in orderto provide the basis for the subsequent empirical research results and analysis.Through positivist research, this article will summarize all kinds of compulsoryeducation funding measures and achievements that exists inQingdao.And by the wayof surveys, interviews and other methods,the writer summarize the current statusand the existing problems of the compulsory education funding.This paper aims to letthe other researchers and the frontline to understand the actual situation in thepractices and to put forward the corresponding countermeasures, and realize thedream of eliminating the bad phenomenon among junior high students.The maincontents and conclusions are as follows:The first part, the problems are put forward. This part is mainly concentratingon the background and research significance.At present,the main problems ofeducation among the migrant children are the difficulties in enrollment and theexpensive tuition,mainly reflected in the public school high barriers to entry and extrahigh requirements run by the local high school.Therefore,to make migrant children incities enjoy equal fair compulsory education,has become the main goal of educationreform and development in our country,is also the national basic education policy.The second part is talking about the evolution of compulsory education fundingsystem and its representative model.The compulsory education funding system isdivided into four typical cases,namely Shanghai,Beijing,guiyang and the guangdongmodel.In addition,the author will present the proble due to the compulsory educationfinance for migrant children from poor families is unknown,the education financepolicy around the obvious lag and deviation exist two points.The third part,the questionnaire about is compiled and analyzed.In the paper of299migrant children and parents of the empirical study found that,for childrenreceive better education is the important reason for the migrant parents,most parentssatisfied with the situation in youth,enrollment is relatively easy to city,children canenjoy free compulsory education,education consumption cost is low,in conclusion,the education effects are obvious.Most of the migrant children parents want their children to get more help from teachers,many parents put forward suggestions thatschools should give children allowance from poor families.The fourth chapter is talking about the results of Qingdao migrant childrencompulsory education funding systems and problems.Qingdao government takevarious measures to solve the compulsory education at all levels,and achievedremarkable results,mainly reflected in two aspects.Currently there are financialpressure on the funding systems in Qingdao.The central policy for migrant children isnot specific in the goals and requirements.It is not reasonable for district and countyfinance to bear funds for migrant children.In addition,census register and fundingsystem cannot adapt to migrant children strong liquidity is the root of the problem.The fifth part is talking the problem solving countermeasures of thisphenomenon.In this chapter,the author specifically study the reasons of problems,and put forward countermeasures in order to provide reference and guidance for theresearchers.For example, the governments should build compulsory educationfinancial support systems,establish a special fund to provide funding for compulsoryeducation of migrant children,increase the intensity of central and local financialtransfer payment, establish diversified financing channels of migrant childrencompulsory education,and establish and perfect the supervision mechanism ofmigrant children education funds.In addition the government should also establishstrict supervision and audit system.
