Since the1978reform and opening up, China’s various construction achievements attracting worldwide attention. With the sustained and steady economic growth and further deepening of reform, people’s income and living standards have increased significantly..However, while the deepening of reform, it is also exposing more and more issues, especially the three rural issues, which are the most significant. Since the beginning of the new century, the central government for nine consecutive years takes the "three agricultural issues" as the most important, local governments at the same time stabilize the pace of economic development, increase the investment in agriculture, the introduction of the corresponding encourage the production of measures to promote the employment of rural surplus labor force, therefore, our farmers’income, living conditions have greatly improved and farmers’income in China has maintained an average annual growth rate of over6%. But our country is vast, the regional development is imbalance, rural income inequality within the state is still increasing momentum. Therefore, the smooth settlement of farmers’income has a very important significance.Good harvest is a solid foundation, farmers wealthy confirm the nation strong, rural stability, social peace.From China’s future development, the grand goal of building a moderately prosperous society, the most arduous and difficult task is still in rural areas, farmers off the National People’s well-off, rural modernization modernization of the country, rural harmony and social harmony. Current, regardless of the decision-makers or academia are very concerned about the "Three Rural Issues",three agricultural issues, the core problem is the issue of farmers, the most important issue of farmers income.Shandong Province is a major agricultural province, the rural population accounted for more than half of the population of the province. Shandong Province, farmers’income levels increase, the improvement of living conditions, income and regional differences narrow agricultural development in the Shandong Province, the construction of new countryside has an important role. Since the reform and opening up, the income level of farmers in Shandong Province is growing, the per capita income growth from134.58yuan in1978to8683.82yuan in2009, per capita income of farmers in eastern Shandong has more than10,000yuan, but farmers’per capita income of the western Shandong region justmore than6000yuan, the income disparities between regions. The expansion of the regional farmers’income differences are not conducive to agricultural production in Shandong Province and stable development and the steady construction of new countryside, is not conducive to the Shandong Province of stable economic growth and social harmony. Based on this, the income of the farmers in Shandong Province as the object of study, the use of the theory of regional economics, agricultural economics and related disciplines, using the appropriate measurement tools, the use of normative analysis and positive analysis, the overall level of the income of farmers in Shandong Province,the status of the regional level and its influencing factors are analyzed, and make appropriate recommendations to improve the farmers’income levels of the more backward regions.Specifically, this paper first reviews the currently theory and research on farmers’income; Secondly, through access to the over the years yearbook and statistical information, research and analysis on the overall income level of Shandong Province, farmers and the regional farmers’income levels, refining the currentsome problems; then, using qualitative and quantitative analysis methods, the problems caused by regional income differences, explore the influencing factors; Finally, the appropriate policy recommendations to improve the level of farmers’income.This study concluded that:First, the rural primary and secondary education negligible contribution to the rural per capita income growth, even to some extent will be offset by revenue growth. The reason, during the quantitative analysis of China’s rapid economic development, the period of transfer of a large number of rural labor to urban areas, those who accept only primary education, rural residents, migrant workers to obtain the probability of wage income and other non-operating income is too small, they tend to stay in the rural and agricultural activities, thus leading to the incremental dilution and decline of the average per capita income of the employed population in agriculture. If you rely on the rural working population of the primary school level, regardless of the strength of rural fixed assets investment, are difficult to quickly raise rural income levels.Second, in general, higher secondary education around the rural per capita income growth in the contribution rate. This shows that in the current junior high school level of the rural population is still the main body of the rural human capital increment. Thus, to fully implement the nine-year basic compulsory education in rural areas, to ensure completion of at least junior high school formal education, to improve the farmers’level of human capital, at this stage of great significance to the growth of farmers’income.Third, the trend of widening income disparities between rural areas, mainly from wage income to expand; the expansion of wage income, but also between and around the rural non-farm employment opportunities; Further, this non-related to the size of agricultural employment opportunities with the farmers, the situation of education. Detailed inspection of the rural regional disparities in income and education level differences can be found in the basic compulsory education in rural areas on rural areas, people’s income growth and economic development of rural areas is crucial.
