Research On The Measure And Influencing Factors Of Scientific And Technological Achievement Transformation Efficiency In Universities With The Background Of Regional Differences

Scientific and technological(S&T)innovation ability is the decisive factor in the competition of comprehensive national strength.How to realize effective S&T achievements transformation is an important study subject in the world.As one of important subjects of S&T innovation,universities are playing an increasingly important role in serving the society,economic development and realizing the strategy of technological power.However,there is obvious low efficiency in technology transfer and transformation in Chinese universities.Due to the differences in economic development,S&T innovation,institutional mechanism and researchers' consciousness of S&T achievements transformation among different regions,there are obvious differences in universities S&T achievements transformation efficiency in different area.This thesis sorts the related literature of universities S&T achievements transformation,chooses the Bootstrap-DEA method to measure the efficiency of universities transformation of S&T achievements in different areas,compares S&T achievements transformation in the eastern,central and western regions at different levels and fields,and identifies key factors of universities S&T achievements transformation in the eastern,central and western regions by Tobit model.At the same time,the study tracks and investigates the whole transformation process of S&T achievements in different universities by tracking survey based on the process of universities S&T achievements transformation.It makes a historical research on the S&T achievements that have been transformed and finds out the problems that led to low transformation efficiency in the process of transformation.Besides,it also analyses the causes combined with the policy and cultural ecology.The results show that :(1)The differences of S&T achievements transformation rate are caused by the influence of economic development level,market demand,scientific research conditions and other factors.(2)From the perspective of time,in different regions universities S&T achievements transformation efficiency is continuously improving.From the perspective of regional universities,the gap of universities S&T achievements transformation efficiency of different regions shows no decrease.(3)The policy influences universities S&T achievements transformation,the environment to promote S&T achievements transformation is relatively poor,some universities lack of human,financial investment and knowledge,and the quality and quantity of research team are not given more prominence,which influence the enthusiasm of S&T achievements transformation,and limit universities S&T achievements transformation.According to the results of this empirical study,the thesis proposes that governments,universities and related institutions should give full play in promoting S&T achievements transformation,and encourage free exploration,shift evaluation guidance,establish and improve university scientific research management system,improve the relevant laws and regulations,strengthen the construction of basic research ability,etc.This study tries to find different characteristics and rules in S&T achievements transformation efficiency in different regions and different fields by multi-level and multi-directional comparative study,and provides theoretical guidance for the practice of S&T achievements transformation in regional universities.Innovation of the thesis:(1)Scientifically selecting calculation mathematical model about universities S&T achievements transformation.The model breaks through the error influence,unifies the measurement caliber and improves the reliability of the measurement results.(2)Tobit model analyzes the affecting factors about the efficiency of S&T achievements transformation in regional universities.This study carries out a more detailed and deeper comparative evaluation at different levels and fields,and identifies the restricting and promoting factors that affect universities S&T achievements transformation at every level and every field.(3)Deeply analyzing the obstacles of S&T achievements transformation by using tracking survey.The thesis tries to use the tracking survey to make a historical study about the successful and failing cases of universities S&T achievements transformation from a micro perspective,enriches the relevant research on universities S&T achievements transformation,and provides theoretical guidance for improving S&T achievements transformation efficiency in regional universities.
