County is a basic administrative division unit,county employment is a link between urban and rural employment,also the foundation of employment in regions,zones and provinces.Since twenty-first Century,the population of county employment in our country has been roughly on the trend of slow growth.The county employment population in our country increased from 57 million 10 thousand to 110 million 530 thousand from 2000 to2015,a total increase of 53 million 520 thousand,an average annual increase of 3 million 345 thousand people.The county employment accounted for the whole county population also increased from 6.47% in 2000 to 11.54% in 2015.The county employment in China has made remarkable achievements.Based on the county level,this paper studies regional differences of the county employment and its factors in China.The question is whether there are regional differences in the four regions of China(East,center,West and northeast)? Is there a spatial spillover effect on county employment? As a basic administrative division unit,the operation mechanism of county is quite different from provincial and municipal domain.It is important to study county employment.This paper selects 1864 counties to analyze regional differences of the county employment by the index County employment proportion and Theil index,to use absolute beta convergence to test whether there is convergence in China's County employment growth.Then,building the spatial panel data model to make an empirical study on the whole and sub-region of China,and examine the significance and regional differences of the related factors on the employment of the counties in order to provide a new perspective and way to promote our country's industry from the county level.The conclusions of this paper are as follows:First,County employment exists regional differences by analyzing the index County employment proportion and Theil index.The results of Theil index show that the gap of China's county employment exist not only between four regions(east,centre,west and northeast),but also within the region.And the total gap is caused by the differences within theregion,mainly in the eastern,central and western region.Second,there are both absolute beta convergence and conditional beta convergence in county employment of our county's four regions.It indicates that in the development of county employment,the four regions will not only reach their respective convergent state,but also form the situation that county areas with low employment level catch up with the high level of employment level.So that under certain conditions,different regions tend to have the same steady state at different convergence rates.Third,there is a significant positive spatial correlation in the whole county employment and four regions between 2000-2015.By the comparison of Moran'I index of county employment among the four regions,the western counties has the strongest dependence on space,and the spatial dependence of the county employment in the northeast is the weakest.Fourth,the direction,significance and intensity of the County employment influencing factors are not consistent.Among them,county urbanization,economic growth,fixed assets investment and human capital are all play a positive role in promoting county employment,and the fixed assets investment has the greatest impact.The spatial spillover effect of financial development and industrial structure on the county employment is negative,and the spatial spillover effect of government financial expenditure is positive,but it is not significant.Fifth,consider the regional differences,spatial econometric regression found that the effects of explanatory variables on County employment of four region are not same,there are obvious regional differences.But urbanization,economic growth and fixed capital investment in four region on county employment all have positive effects.The different influence factors of employment in the four regions means that the development strategy should be implemented in the promotion of employment growth in the county.
