With much success in Beijing 2008 Olympic Games, China has enteredcompetitive sports of the great power. As the basic projects of school physicaleducation, however, dramatic contrast has existed between the development of schoolphysical education and competitive sports. Policy for school physical education is asignificant system guarantee of reform and development in the school physicaleducation, and it also plays a guider and macro-administration role in school physicaleducation. Making and implementing rational, specific policy for school physicaleducation is a key to promote reform and development in the work of school physicaland students’health development. Compared to other teachers, PE teachers are ofgreat importance to improve teaching and finishing school physical work. Low pay,single on-the-job training and unreasonable structure of title are common in PEteachers at present. Many reasons can be found, while the problems of policy for PEteachers in primary and secondary schools should not be neglected. The paper isdivided into five parts:Chapter 1: Preface. This chapter mainly introduces the origin, the purpose, theliterature used, the meaning and the methods on the research.Chapter 2: Theory research on policy for PE teachers in primary and secondaryschools. Firstly, by defining the concept of educational policy, the chapter analysesthe particularity of the policy for PE teachers in primary and secondary schools.Secondly, the chapter puts forward the theoretical framework. Thirdly, the contentanalysis theory of policy for PE teachers in primary and secondary schools isintroduced.Chapter 3: The standard construction of the policy for PE teachers in primaryand secondary schools. Based on analysis of the theory and practice, the chapter is tobuild the standards of the content analysis of policy for PE teachers in primary andsecondary schools.Chapter 4: The content analysis of policy for PE teachers in primary and secondary schools. This chapter mainly applies the criterion to analyze the policy forPE teachers in primary and secondary schools.Chapter 5: The suggestions to the policy for PE teachers in primary andsecondary schools. According to the problems in chapter 4, some advices will begiven so as to improve the policy for PE teachers in primary and secondary schools.
