The development of higher education from elite to mass is an irreversible trend. In order to adapt to the political, economic and cultural development, in1995Chinese government put forward an aim for higher education in the drafting of The Ninth Give-years plan and The2010Programme. That is the gross enrolment rate of the target teenager group should reach8%in2000and climb up to11%in2010. However, this target had been raised to11%in2001and15%in2010. But by the end of2008, the gross enrolment rate in higher education has been up23.3%. From the aspect of quantity, the fact that Chinese higher education have stepped into mass higher education is undoubted. After the development of mass higher education in China, a series of difficult problems emerged, such as:the declining of higher educational quality, unemployment of graduated student, financial difficulties and so on. As the first one to complete the progress of the mass higher education, American higher education system’s experience and the solutions to troubles are profitable for Chinese higher education. In this connection, this paper makes a collection, arrangement and analysis of relative documents from11aspects of American mass higher education to promote the development of Chinese higher education.The article has four parts. In the first it is an introduction and the definition of the concept of mass higher education. And also contains the research methods as well as the summary of Chinese-foreign documents. In the second part the paper describes the general situation of Chinese and American mass higher education from11aspects. The third part makes a comparison between Chinese and American, and then epitomizes the characteristics of these two countries’higher education in the massive progress. In the last part, it is some suggestion to Chinese massive higher education.
