Latter-day higher education abroad developed based on middle ages' colleges in Europe. After more than half a Century, Chinese higher education developed from none to presence, from less to more, and from single-level to multi-level gradually. It is a flexuous developing process. Since College Entry Test was resumed in 1978, the scope of college students raised year after year. In 1998's education perking plan facing 21st Century , ministry of education brings forward that by 2010, based on entire realization of "Two-Basic" target, cities and developed economy areas gain ground senior high school education, and people's fixed number of year in education reaches advanced level in developing countries; higher education scope has great enlargement, and entrance rate approaches 15%, besides, several colleges and a set of key subjects come into or approach international top-ranking levels; lifelong learning system is primarily created , which can support persons with ability and knowledge contributions for national knowledge innovation systems and modernization. After the target is brought forward, recently, educational enterprise in China developed with full of vitality, and higher education realized history span. Nowadays, the number of students in colleges is more than 20 millions, and rough entrance rate of higher education reaches 19%, which is head and shoulders above guideline 15% of higher education in a popular style that Martin Trow put forward. Higher education scope enlarges geminately, teaching reformation deepens continuously, training mode of person with ability is agile and various and these bring forward new problems for students' management in colleges. At the same time, colony characteristic of students also changed. Undergraduate of the time is a generation after 80's. Even as summarize of central 16th document, most of them are active and healthy, however, independence, selectivity, variety and otherness between them boost up increasingly. Misty ideality and faith, dim sincerity consciousness, and the lack of social responsibilities, tough struggling spirits and cooperation concepts exist in different degrees among some college students. Education and management for them break open new specialties and rules. Otherwise, the perfection of legal system creation and buildup of citizen's right maintaining concepts bring forward new challenges for college students ' management. Intrinsic managing ideology, mode and method don't adapt to the development and change of posture any more. Therefore, the modifications for former "Criterion" and "Rule" become an impersonal requirement. It is an exigent need for teaching management according to related laws and complete, harmonize and persistent developments of higher education project. It is also a necessary choice for realizing up-to-date education training targets.
