Entering the21st century, the fierce technological, economic and social competitions in the finalanalysis is the competition for human resources, namely talent competition. Talent training is acomplicated and systematic program. To improve the comprehensive quality of the Chinese people, andcultivate the inter-disciplinary talent of high quality, people must pay attention to the quality-orientededucation of teenagers in China. However, for the quality-oriented education, it is especially important tocultivate the teenagers’ physical quality, for it is the basis of cultivating high quality talents. Therefore, itseems particularly important to pay attention to the physical health of the teenagers in China.For the comprehensive implementation of the spirit of the No.7Document enacted by the centralauthorities and the effectively promotion of the level of the physical health of the primary and middleschool students, Jinshui District Zhengzhou City as one of the key demonstrative institutions around thenation to develop the "Sunny Sport" has summarized three empirical and explorable modes in the practiceof implementing and exploring "Sunny Sport": firstly to establish the policy of "one center, two basicpoints", that is to adhere to the guiding idea of "health first", and the two basic points of improvingstudents’ quality-oriented education and realizing the educational concept of lifelong sports; secondly to setup three mechanism, focus on five kinds of works, promote five kinds of evaluation systems; finallythrough effectively develop and implement strategic model and monitoring and evaluation system toestablish and realize the long effect mechanism of "Sunny Sport".The writer has obtained two reasons which will impact primary and middle school students toparticipate in the "Sunny Sport" through the methods of researching,granting questionnaire,recording and Statistics: firstly, there are some factors which will long-term effectively promote primary and middleschool students to participate in the "Sunny Sport", such as supervision and management of government,the school attaches great importance to it, students’ hobby of sports and degree of hobby, encouragementfrom class teacher and physical education teacher, encouragement from parents and so on. Secondly, thereare some factors which will restrict primary and middle school students to participate in the "Sunny Sport",such as, Academic burden increasing in students nowadays, pressure of entering a higher school ingraduates, lack of physical education teachers, lack of equipment and athletic field, opposition andintervention from parents, scanty of supervision and management from teachers and so on.Aiming at the problems, I provide some suggestions:1. About school sports, we should improveknowledge, unite our thought, clearly establish the guiding ideology of "health first".2. We shouldtransform the outmoded teaching, management concept, pay full attention to physical education and theimportance of extracurricular sports activity.3. We should strengthen the ties between educationaladministrative department and school, encourage students to participate and form a scientific evaluationsystem.4. Fully implement the new training mode of youth sports which combine society, school andfamily.5. We also should establish and perfect the supervision, management, safeguard mechanism andculminate the formation of Long-term mechanism finally.This article talks about the Long-term mechanism of Sunshine Sports for empirical research inZhengzhou City, as Jinshui district (national key demonstration unit) for example. First of all, through fiveyears of in-depth implementation and development, investigate samples, analyze the current good situation,seriously summarize the advantages and disadvantages in implementation process, how to construct thesuitable regional implementation strategy about long-acting mechanism of sunshine sports, so that theresulting effect. Secondly, through nearly two years of monitoring data statistics and comparative analysis of primary and secondary students’ physique, put forward effective planning advice, leading to theformation of good Long-term mechanism about "Sunshine Sports"; Finally, through above implementationstrategies and monitoring system, finally form and realize the purpose of Long-term mechanism ofsunshine sports. Reviewing above six aspects of discussing,analysis and summary, strive for providingvaluable help to the other provinces to actively implement the development of sunlight sports, in order tomake due contribution to promote the physical health of teenagers growth.
