In the learning society with the characteristics of internet information,education informationdevelop rapidly, the college students’ learning environment from the savage impact.The coming of thelifelong learning age, also makes university students’ web learning become ever more important. But theeffect of college students’ web learning is not optimistic.Therefore, it is an important issue to promotecollege students’ web learning power.This paper adopts to literature research, to analyse the domestic and foreign relevant literature onthe basis of the concept of understanding learning power,web learning power.Based on the theory of socialconstructivism,relevance theory and distributed congnition theory.Secondly,adopting to questionnairesurvey and depth interview method,taking Henan University as an empirical case,investigating the aspectsof college students’ basic situation,web learning motivation,web learning ability and web learningperseverance,selecting of350undergraduate students as the research object at random basing on ensuringthe professional diversity,to analysis the satus quo of college students’ web learning power.It is found thatthe college students’ web learning motivation is influenced by soft and hard environment,web learningability is influenced by technology level and information processing ability,web learning perseverance isinfluenced by self-study ability of self-control and other factors.According to the results of the investigation and analysis, the author puts forward promotingcollege students’ web learning power of seven strategy,including: Universities should create a netwok tolearn the hard and soft environment,and create the students’ network learning environment and enhance thenetwok of college students’ motivation for learning;Students should improve their own level of networktechnology search capabilites to enhance the network resources,enhance information processing andknowledge innovation capability,in order to achieve the purpose to enhance the network ability tolearn;from the moderately network learning time,to improve self-control,and actively exercise threeaspects,and enhance the network of university students to learn perseverance.Finally,sum up the rasearch process,pointe out that the innovation of the study and studyreflection.The paper discusses the present situation of college students’ learning ability and improvenetwork strategy for college students and more network learners effective learning network provides favorable reference, and to later network learning force played the role of the author.
