The miscellaneous fees-free policy for the city-ward compulsory education is a key node in the promotion process from quantitative to qualitative. As one of the public goods, compulsory education is the way to realize the right in education which is written in constitution, implement the tactic of change the Management-oriented government into Service-oriented government, and build the rule of law and modern socialist country. However, because of the urban-rural separated, economic and government transition structure, population trend in the backdrop of developing society, the insufficient supply of education has faced many difficulties in bidding for high-quality educational resources orderly.In order to realize the educational equality, we have learned the related literature, used questionnaires and visited some men and women who are parties concerned. After analyzed the survey data and China Statistical Yearbook and some other yearbooks, we have found the following issues:I. The free policy has achieved a strong positive effect. Not only it holds the great deal of recognition and support from people, but also promotes the course to build a canonical public school system in which government is the backbone.II. Unreasonable fees are still serious in city-ward school education. On the one hand, due to the insufficient investment, the degree in supply is not enough. On the other hand, because of the man-made system in economic and administration, the price of degree is really expensive and has striked the providing efficiency.III. The transmigrant children is still facing many difficulties to receive the same treatment as the local children. The crux of this problem is the household register’s welfare. Although there is "two important principles" policies, the transmigrants have to pay much more for the hidden cost owing to the restrictions on the conditions to go to school, enter a higher school, etc.IV. There are many new forms on choice of schools, such as to purchase school-districts house, participate in specific classes, etc. Choice of schools has been becoming the parents’ and the schools’ unfair competition, as it’s a way to seek private interests in gray areas. Not only the quality educational resources is scarcity, but also the strategy of balanced development of education is gradually in effect.V. The substitute teachers groups appear in the city. The members who pursue the personal interests have complex social identities which shows diverse trends. There are great differences in living circumstances between regions and cities. Under the new historical environment and social development process, the substitute teachers have new faces which get a wide range of influence.VI. The most effective and urgent solution to deal with the issues is to increase educational investment and improve the providing efficiency. While we are trying to implement at the program, we must insist on chinese "people-oriented" values, explore top-level design for overall development of society. We not only have to evaluate the cost of education, admeasure the responsibilities among all levels of governments and other subjects’, but also need to inaugurate new systems which create a favorable institutional environment in order to keep the injustice and speculation in compulsory education away.In short, it’s reasonably to solve the problems in development by development, so that every citizen can enjoy equal education stepwise and promote the transition of our society smoothly. It’s also the direction to make the free compulsory education more perfect.
