Our country has gradually waived tuition for public secondary vocational school full-time formal school of grades one, two and three students from poor families in rural and agriculture-related major students since the fall semester of 2009. In 2010, relevant departments made a notification on the basis of the original policy, which expanded the coverage of free police. The secondary vocational school students from poor families in the city enjoy the free police as well. Shanxi Province not only seriously implemented various preferential policies of secondary vocational education, but also further enlarged the scope of vocational free policy rapidly, which has achieved a full coverage of vocational college free policy in the whole province from 2011 to 2013.The research investigated and the current situation of Shanxi secondary vocational education tuition-free policy in secondary vocational schools, and analyzed the related issues by empirical research methods. With the use of questionnaire survey and interviews the author investigates students, and their parents, teachers, and the leadership in five secondary vocational education schools in Shanxi Province and related staff in Changzhi education office. The paper analyzed the findings in six aspects: background of students; enrollment motivation of students; current situation of free policy; evaluation of free policy, which has discovered some problems in the process of implementing the free policy in secondary vocational schools after analyzing the results of investigation. Firstly, the free policy has difficulty in appealing more students to secondary vocational education. Secondly, people who received free policy in different areas existing significant difference in financial condition. Thirdly, the influence of expanding the scale of vocational education is not obvious; Fourthly, there are problems of arbitrary charges in some secondary vocational schools. Thus, the free policy has little impact on stimulating students and the conflicts among students, schools and government are quite obvious. According to the problems, the author has found corresponding reasons: the widespread prejudices of the traditional vocational education; narrow methods to enter a higher school; low quality of education; inadequate supervision policy.By analyzing the problems and the reasons of free policy in secondary vocational education in Shanxi, combining subjective questions in questionnaire and interviews of students, and their parents, teachers, and the leadership in five secondary vocational education schools in Shanxi Province and related staff in Changzhi education office, this paper put forward corresponding countermeasures and suggestions to improve the effect of secondary vocational education free policy. Governments should strengthen the publicity of free policy; increase the efforts of reward; stimulate vigorously; regulate the collection of fees; strengthen supervision and inspection; improve the quality of secondary vocational education schools and spare no efforts to appeal more attention to vocational education.
