Education is one of significant strategy of great rejuvenation of the Chinese nation.Developing education is strategic move by implementation the strategy of rejuvenatingthe country through science and education. due to affected by the natural, human, socialaspect, the science, education, culture, sanitation, and other aspects are underdeveloping relatively in the minority, remote and underprivileged areas. As forVocational Education in the minority, remote and underprivileged areas, owing to theinclination of educational policy, insufficiency and unbalance of educationalappropriations, few attention to be paid by government and the whole society, schoolingenvironment, supervision system, etc. which has hampered the development ofeducation course of the country and lagged behind the others regions. In the meantime,such status has exerted a great influence on economic and social development in theminority, remote and underprivileged areas.Vocational education is the one important section of national education, which hasa closed affinity for national economic construction and social development.Well-prepared vocational education, promoting the national economic construction,safeguarding the stabilization and security, which is the efficient way of the strategy ofrejuvenating the country through science and education and equipping the country withwell-educated human resources, meanwhile, is important bridge by translating thehuman advantages into intelligence advantages and scientific achievement intoproductivity directly.“9+3” free-charged education is the new model of national vocational education,which is the pioneering work exploring the educational course in minority region by theSichuan provincial committee and government.“9+3” which means to provide3-yearfree-charged vocational education for Tibet region on the basis of9-year compulsoryeducation. It is recalled that this move is implemented by Sichuan provincial committeeand government in September,2009, which is the one of “the people’s livelihoodproject”—herdsman abode, qualified living standard in tabernacle, free-chargedvocational education. Focusing the economic and social development on Tibet region, aiding the mass farmer and herb man out of poverty and become prosperous, trainingwell-educated labor forces and technician, improving the living standard, acceleratingthe regional peaceful development and stabilization, which are the significant strategicmeasures to realize solidarity and common prosperity of all ethicsThis paper is trying to find out the feasibility and extendibility such model throughanalysis investigation based on “9+3” free-charged vocational education policy carriedout by the Sichuan provincial committee and government. Endeavors have done for themodel of vocational education development and promoting educational level of massChinese, which assuring solidarity of all ethnic and stabilization, and promotingvocational education development and changing the existing educational pattern.Two objectives of “9+3” free-charged vocational education policy:One: testimony of feasibilityTwo: research for value and approach of extendibilityThis paper followed the route: theoretical supporting-case analysis-modelfabrication-case extend-establishing model, targeting for research “9+3” free-chargedvocational education, vocational education and other public administration theoriesrelated to education, which fabricate theoretical supporting and analysis model fortestimony of feasibility and,point out the key factor upon which has impacted “9+3”free-charged vocational education. In conclusion, presentation of the revised measurefor feasibility of “9+3” free-charged vocational education, which will be extended to theareas of the minority, the remote and underprivileged as a model and promote thevocational education development.
