College Entrance Examination (CEE) is known to all and fetches many people’s attention. Being a hot topic, it’s getting more and more criticism like it’s an all-applicable national test, a fate-doomed test, one-point winner test, also some people think it brings calamity to the country and the people and is deeply hated by both man and the God. So we must reform the current CEE system, but as a large-scale, socialized, pen and paper formed test, weather it helps middle school implement Quality-oriented Education or not and how it can be are the problems troubling us. Under this background, this article focuses on the policy document of CEE and takes NMET syllabus as an example. In the aspects of approach, I use questionnaire survey method, interview method and relatively study method etc. to analyze the crux restricting the implementation of Quality-oriented Education, and put forward rational reform suggestions, with a view to providing scientific basis and theoretical support for further revision of CEE syllabus. Also to giving full play to the functions of CEE, realizing the CEE positive backwash effect, and finally guiding basic education towards the right way of Quality-oriented Education.This article consists of six parts. The first part discusses the connotation, the component elements, the basic characteristics of examination policy and also the connotation of policy effect analysis from the theoretical perspective of public policy. The second part reviews the transition history of China’s CEE policy functional goals since1978by using history study method, focusing on the forming process of CEE Should Help Middle School Implement Quality-oriented Education policy. The third part adopts questionnaire survey method to analyze the implementation effect of CEE Should Help Middle School Implement Quality-oriented Education Policy by taking a case study of NMET Syllabus from the functional perspective of CEE policy. The fourth part explores the reasons why CEE Should Help Middle School Implement Quality-oriented Education policy is inefficient by using interview method. The fifth part adopts relatively study method to analyze foreign successful experience, which have the similarity with CEE Should Help Middle School Implement Quality-oriented Education in China. The sixth part puts forward scientific proposals for the reform of CEE Should Help Middle School Implement Quality-oriented Education based on the analysis of foreign successful experience and the present teaching situation in China, with a view to promoting the College Entrance Examination Should Help Middle School Implement Quality-oriented Education policy target attainment.
