A Research On The Plan Of Reorganisation Of Primary Schools In Rural Wales

Since2001,we have made certain achievement in the work of school layout adjustment in China’s rural areas.By adjusting schools,we have improved school’s effectiveness and made good use of education resource. At the same time,there is a series of questions,for example students have to spend long time walking to schools,there are more and more school bus accidents.While what is the cause of the problem? One of the important reasons is lack of scientific and rational planning.Without scientific and rational planning,local government encounters many difficulties and the planning can not be implemented effectively.So we can not reach the expected goal.Welsh local education authority is adjusting primary schools in rural areas.During the process of school reorganisation,local education authority begins to investigate and analyse primary schools.After full consultation with stakeholders,local education authority makes a school reorganization planning in accordance with the principles of science and democracy.Besides local education authority pays much attention to consultation and approval. Recognizing and learning these successful experience, we can do better in the work of adjustment of the distribution primary and secondary schools in rural areas.The thesis includes5parts:Part one describes the preparation of welsh school reorganization plan.Before making the plan, local education authority sets up a Improvement Working Group.It’s main work is making surveys. Improvement Working Group firstly makes numerous research and grasps the situation.Finally the Group draw a conclution that these primary schools need to be adjusted.Part two states the development of draft plan and introduces the content.Based on preliminary work,drafting group compiles the draft.The draft includes policy background and school changes, the aim and sub-objectives, detail plans.Part three gives the statement on the consultation and approval of school reorganization draft. In the planning,local education authority carries out extensive consultation and issues the consultation scheme. At last they develop summary reports. If the plan takes effect,it requires to be approved.Part four briefly analyzes the welsh school reorganization plan.The complete plan has eight parts and the content is very rich. Besides there are some examples in order to explan two strategies in the plan.Part five summarizes the characteristics of the welsh school reorganization plan, and proposes some suggestions to improve chinese adjustment of the distribution rural primary and secondary schools.
