In the 1950 s,the small-class teaching organization was appeared in the United States.Until the 1970 s and 1980 s,Britain,the United States and other developed countries began a series of experiments to verify the relationship between small-class teaching and the quality of education.In 1997,the "small-class teaching" was introduced in Shanghai.Since then,it has been carried out in primary schools in economically developed cities in China.At present,the number of the students decreased sharply in rural primary schools,so the "small class" naturally was formed in rural primary schools,and it is a universal objective reality.However,neither rural primary school nor rural primary school teachers take it as an opportunity to solve the dilemma of low quality of rural primary education.Presently,rural education is getting more and more attention from the government,experts and scholars.A few scholars think that the "small-class" teaching is the best choice and way to realize the balanced development of urban and rural compulsory education.This study takes 9 rural primary schools in the three counties of Anqing city as the investigation objects,and we find that there are many problems in the "small-class" teaching of rural primary schools and there are many factors contributing to these problems.And we put forward the corresponding solutions from the perspective of government education departments,rural primary schools,rural primary school teachers and parents.In order to ensure the effective implementation of these strategies,we also put forward the corresponding guarantee mechanism,in order to solve the long-term low quality of rural primary school teaching.
